REGULAR MEETING NOVEMBER 21, 1994
Location: Heat and A/C Unit
The location in the specifications was under the attendant seat. The reason for this installation is
two -fold. 1) better efficiency in meeting patient needs; 2) better servicing location; there is less
labor involved in component servicing. The location provided by Southern is the right front partition
cabinet housing the combination heater and air conditioner at the top. This does not meet
specifications.
Maximum Height Requirements
The maximum height of 110" was specified because of clearances needed at the hospitals in our area.
Also, the maximum height for the rear floor is specified because of height required to load and
unload the stretchers. Southern did not furnish this information. The clarification number twelve
(12) raises concerns of whether the height requirement will meet specifications.
Module to Chassis Attachment Module Body Construction, Walls and Roof Skin Supports, Floor
Construction, Exterior Skin and Modular Door Construction and Installation
The construction requirements in the above areas were specified so that the Fire Department would
have the continued use of the ambulance for a period of at least fifteen (15) years. The Fire
Department feels that the construction features in the specifications will deliver the City of South
Bend the quality and safety features needed in an ambulance. The construction features provided
by Southern do not meet specifications.
Street Side Cabinet Wall
Design of interior cabinets are intended for storage of specific equipment. The strategic location of
this equipment will enhance patient care. The ability to change or relocate equipment in the future
may be necessary. Cabinets of untitled structure do not offer this flexibility. Southern's cabinet
construction does not meet specifications.
Delivery Timetable
The ambulance the Fire Department is purchasing is a replacement for a first line ambulance. The
timetable of one hundred thirty-five (135) days is important in the timely delivery of the new
ambulance without possible interruption of service to our citizens. Southern indicated a delivery
time of two hundred ten (210) days. This does not meet specifications on delivery.
Repair, Parts and Service
Service and repair to any emergency vehicle is a priority of the Fire Department. After -market
service for the vehicle, the conversion and equipment installed in same, should be performed by
service centers familiar with same. There is a local International dealer than can service the vehicle.
Information has been supplied by Southern that Executive Coach in the Chicago area, Manager
Thomas Bickele, phone (708) 639-0575, is the Service Center for the conversion and equipment
installed in same. On 11/14/94, phone contact was made with Mr. Bickele. He stated they just
entered into a service agreement with Southern, but is not familiar with the conversion or equipment
installed because of being new at servicing Southern units. Contacts have been made with two (2)
of the references supplied with Southern:
Shelbyville Fire Department
40 W. Broadway Street
Shelbyville, Indiana
Ken Scott (317) 392-5119
City of Cleveland EMS
4150 East 49th Street
Cleveland, Ohio
Dan Novak (216) 664-6619
Questions in reference to Southern's ambulance were discussed with both departments. The Fire
Department is concerned with some problems that have been relayed to us which could reduce the
service time of the ambulance. Examples are: 1) body cracking; 2) frame cracking and sagging; 3)
