He <br />requested that his deposit then be returned. <br />Additionally, Mr. Krizman stated that the <br />house, if built, will be equal to the area. <br />3. Louis W. Krueper, Sr. Parcel #2 $15,500.00 <br />51115 Pheasant Run <br />South Bend, Indiana <br />Bid Security: Treasurer's Check #725810 in the amount of <br />$1,600.00 <br />Remarks: Mr. Krueper stated that he would have bid on <br />Parcel I but he would tear down the existing <br />home and it is not worth the money. On Parcel <br />II he intends to build two (2) new homes. <br />Mr. William Krizman was present and informed the Board that he <br />will build a single family residence for his wife and children on <br />the property. The house will be equal to or better than the <br />houses currently in the area at the present time. In response to <br />an inquiry from Mrs. Manier, Mr. Krizman stated that he currently <br />lives at 805 Lindenwood Drive in South Bend. Mrs. Manier advised <br />Mr. Krizman that the City does not intend to do any environmental <br />testing. <br />Mr. Martin Niedbalski was also present and stated that he is an <br />adjacent property owner to Parcel #2. Mr. Niedbalski further <br />stated that he has been interested in acquiring this property for <br />over a year now. As a lot of land is being lost to construction, <br />Mr. Niedbalski stated that he would extend.his property the length <br />of the lot and he would not build anything on the property. As an <br />adjacent property owner, Mr. Niedbalski asked for the Board's <br />consideration for the sale of the property to him. <br />Mrs. Manier indicated that pursuant to the terms of the offer, the <br />successful bidder must be able to close within ten (10) days of <br />the Common Council approval. Mr. Krizman and Mr. Niedbalski <br />stated hat they would have no problem with that requirement. <br />Additionally, Mr. Krizman stated that it is anyone's right to <br />purchase, the property. <br />It is noted that Mr. Louis W. Krueper, Sr., was not in attendance. <br />Mr. Ste a Cooreman was present and stated that he had a bid to <br />submit. Mr. Cooreman was allowed to submit his bid as the Board <br />determined that he may have been confused by instructions given to <br />him prior to the Board meeting as to proper procedure for <br />submitting his bid. <br />Mr. Cooreman submitted the following bid: <br />PARCEL #I $72,450.00 <br />PARCEL #II $20,009.00 <br />It was noted that Mr. Cooreman submitted a check in the amount of <br />$7,000.00 as bid security which is not equal to the ten per cent <br />(10%) required. Mr. Cooreman attempted to submit cash to make up <br />the difference but was not allowed. As the bid did not contain <br />adequate bid security to be considered, Mr. Caldwell made a motion <br />that the bid be rejected. Mrs. Manier seconded the motion which <br />carried) <br />Mr. Cooreman attempted to convince the Board to accept the <br />$7,000.60 check as security for the bid for the vacant land. He <br />was advised that this procedure was not fair to the other bidders <br />and that the bid security must be submitted at the time the bid is <br />submitted and cannot be changed after the fact.
