He was told <br />that cash would have been accepted if he had submitted it when he <br />submitted his bid. A determination could not be made after the <br />bid was submitted as to which bid the security applies. Mrs. <br />Manier asked how the Board would know that the bid security was <br />not intended to cover the other bid. Mr. Leszczynski stated that <br />simply put, Mr. Cooreman submitted a bid for Parcel I and II <br />without the required ten per cent (10%) bid security. <br />Mrs. Manier made a motion that these bids be referred for review <br />and recommendation. Mr. Leszczynski seconded the motion which <br />carried. <br />PUBLIC HEARING AND APPROVAL OF TRANSIENT MERCHANT LICENSE - TRANEX <br />CAR SALES, D/B/A VAL CAR RENTAL CAR SALES <br />Mr. Leszczynski advised that this was the date set for the Board's <br />Public Hearing regarding the application for a Transient Merchant <br />license for Tranex Car Sales, Inc., d/b/a ValCar Rental Car Sales, <br />5675 West 38th Street, Indianapolis, Indiana, as submitted by Ms. <br />Sharon H. Drybrough. It is noted that Ms. Drybrough has applied <br />fqr this license in order to conduct a sale of used vehicles in <br />the K-Mart Parking lot located at 4640 South Michigan Street, <br />South Bend, Indiana, on the following dates: <br />Wednesday, <br />9:00 <br />Saturday, <br />9:00 <br />Wednesday, <br />9:00 <br />Saturday, <br />9:00 <br />July 20, 1994 through <br />a.m. to 9:00 p.m. <br />July 23, 1994 <br />a.m. to 6:00 p.m. <br />Friday, July 22, 1994 <br />August 17, 1994 through Friday, August 19, 1994 <br />a.m. to 9:00 p.m. <br />August 20, 1994 <br />a.m. to 6:00 p.m. <br />Ms. Sharon Drybrough was present on behalf of Tranex Car Sales, <br />Inc., d/b/a Va1Car Rental Car Sales and it was noted that Tranex <br />has conducted this same type of sale previously at this location <br />and intends to conduct the same sale on the dates noted above. <br />There being no one else present wishing to address the Board <br />concerning this matter and no written Memorandum in support of or <br />in opposition to the issuance of the license being received, Mr. <br />Leszczynski closed the Public Hearing on this matter. <br />It is noted that the Board is in receipt of favorable <br />recommendations concerning this license application from the <br />Police Department and the Building Department. Therefore, Mr. <br />Caldwell made a motion that the application be approved and <br />referred to the Deputy Controller's office for issuance of a <br />license. Mrs. Manier seconded the motion which carried. <br />OPiENING OF QUOTATIONS- BLACKTHORN GOLF COURSE WETLANDS PLANTINGS <br />This was the date set for the receiving and opening of sealed <br />Quotations for the above referred to project. The project <br />involves performing work which shall include all materials, <br />equipment and labor necessary for preparing final grades in <br />planting areas, soil treatment, planting of wetland plants, <br />shrubs, straw mulch, and hardwood bark mulch and other appurtenant <br />work at the Blackthorn Golf Course. The following Quotations were <br />opened and read: <br />J.F.
