<br />APPROVE CONSTRUCTION CONTRACT - STUDEBAKER NATIONAL MUSEUM -
<br />REMOVAL OF LOOSE CEILING MATERIAL - KASER-SPRAKER - PROJECT NO 95-40
<br />Mr. Leszczynski advised that in accordance with the bid awarded on May 30, 1995, to Kaser-
<br />Spraker, Inc. 25487 West State Road 2, Post Office Box 3605, South Bend, Indiana, in the amount
<br />of $38,776.56 for the above referred to project, a Contract in said amount was being submitted for
<br />Board approval. Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried,
<br />the Contract was approved and the appropriate Certificate of Insurance, Performance Bond and
<br />Labor and Materials Payment Bond as submitted were filed.
<br />APPROVE CHANGE ORDER -UNDERGROUND FUEL STORAGE TANKS & DISPENSING
<br />EQUIPMENT INSTALLATION - PROJECT NO 94-40
<br />Mr. Leszczynski advised that Mr. Bob Allen, Construction Manager, Bureau of Public Construction,
<br />has submitted Change Order Nos. 1, 2, and 3, on behalf of Advanced Pollution Technologists, Ltd.,
<br />3505 North Home Street, Suite 100, Mishawaka, Indiana, indicating that the Contract amount be
<br />increased/decrease as submitted:

<br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Caudwell and carried, the Change
<br />Orders were approved.
<br />APPROVAL OF RESIDENTIAL PARKING ZONE
<br />Mr. Leszczynski stated that favorable recommendations have been received by the Police
<br />Department, Division of Engineering and the Legal Department, in reference to the Establishment
<br />of a Residential Parking Zone on North Meade Street, bounded by Elwood Street on the South and
<br />Bulla Street on the north. Mr. Leszczynski noted that a traffic study was conducted, and results
<br />show that average occupancy is seventy-seven (77) percent, with the Ordinance requiring seventy-
<br />five (75) percent, and the average non-resident is forty-one (41) percent, with the Ordinance
<br />requiring twenty-five (25) percent. In addition, restricted parking will be from 6:00 a.m. until 4:00
<br />p.m., Monday through Friday. Upon a motion made by Mrs. Jenny Pitts Manier, seconded by Mr.
<br />James R. Caudwell and carried, the Petition to Establish a Residential Parking Zone in the area of
<br />North Meade Street bounded by Elwood Street on the south and Bulla Street on the north was
<br />approved.
<br />APPROVAL OF RECOMMENDATION - STREET CLOSINGS/SPECIAL EVENTS - 1995
<br />ETHNIC FESTIVAL
<br />Mr. Leszczynski stated that favorable recommendations have been received by the Division of
<br />Engineering, Police Department, Park Department and the City Attorney's office, in reference to
<br />a request to hold the 1995 Ethnic Festival, as submitted by Mr. Jon Williams, Events Supervisor,
<br />Office of Community Affairs to conduct the above referred to, on Friday, June 30, 1995, from 3 :00
<br />p.m. until 8:00 p.m.; Saturday, July 1, 1995 from 11:00 a.m. until 8:00 p.m.; and Sunday, July 2,
<br />1995, from 11:00 a.m. until 7:00 p.m., on the designated streets as submitted. Upon a motion made
<br />by Mr. Caudwell, seconded by Mrs. Manier and carried, the recommendation was approved.
<br />AMENDMENT TO BID AWARD - ABANDONED VEHICLES
<br />In a memorandum to the Board, Ms. Kathy Dempsey, Director, Department of Code Enforcement,
<br />requested permission to award the bid for a 1987 Dodge vehicle to Mr. Rick Ferrara, 51519 U.S.
<br />31 North, South Bend, Indiana, as the low bidder, Mr. John Streebel, failed to reclaim this vehicle.
<br />Upon a motion made by Mrs. Manier, seconded by Mr. Caudwell and carried, the award of the bid
<br />to Mr. John Streebel was rescinded and the request was approved.
<br />AWARD BID - COLLEGE FOOTBALL HALL OF FAME - ARCHITECTURAL SIGNAGE
<br />Mr. David W. Fox, of Gerard Hilferty and Associates, Inc., advised the Board that on May 30, 1995,
<br />bids were received and opened for the above referred to project. After reviewing those bids, Mr.
<br />David W. Fox recommends that the Board award the contract to Exhibit Concepts, 700 Crossroads
