Therefore, <br />Mr. Caldwell made a motion that the recommendation be accepted and the bids be awarded as <br />outlined above. Mrs. Manier seconded the motion which carried. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT <br />The following Community Development Contract was presented to the Board for approval: <br />Redevelopment $470,357.00 Construction of Elder Parkway <br />Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the above referred to <br />Contract was approved and executed. <br />APPROVAL OF UTILITY AGREEMENT - TCI - ELDER PARKWAY - PROJECT NO. 95-65 <br />Mr. Leszczynski stated that the Board is in receipt of an Agreement between the City of South Bend <br />and TCI of Michiana, 2351 Miracle Lane, Mishawaka, Indiana, for the utilities which are located <br />within the projects limits of the above referred to project, to be granted a permit to be located within <br />the highway right-of-way in accordance with the submitted drawings. Therefore, upon a motion <br />made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the Agreement was approved and <br />executed. <br />APPROVAL OF GRANT AGREEMENT - NEIGHBORHOOD YOUTH GRANT PROGRAM - <br />BROADWAY CHRISTIAN PARISH UNITED METHODIST CHURCH <br />Mr. Leszczynski stated that the Board is in receipt of an Agreement between the City of South Bend <br />and the Broadway Christian Parish United Methodist Church, South Bend, Indiana, for the provision <br />of funding to the youth of the Southeast Neighborhood to conduct a series of special events including <br />a basketball camp, soccer clinic, neighborhood clean-up project, and a carpentry mentorship. Mr. <br />Leszczynski noted that the Agreement is in the amount of $1,995.27. Therefore, upon a motion <br />made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the Agreement was approved and <br />executed. <br />APPROVAL OF AMENDMENT TO AGREEMENT - SOUTH BEND DAM. CANOE PORTAGE, <br />AND ISLAND PARK REPAIRS - PROJECT NO. 94-67 <br />Mr. Leszczynski stated that the Board is in receipt of an Agreement between the City of South Bend <br />and Lawson -Fisher Associates, 525 West Washington Avenue, South Bend, Indiana, to conduct a <br />hydrographic survey and condition survey of the dam and surrounding downstream structures, as <br />well as the river bottom in the stilling area. Sufficient funds are available in the appropriation for <br />the original work to cover the cost of this Amendment to the Agreement. Mr. Leszczynski noted that <br />the Amendment to the Agreement is in the amount of $24,400.00. Therefore, upon a motion made <br />by Mr. Caldwell, seconded by Mrs. Manier and carried, the Amendment to the Agreement was <br />approved and executed. <br />
