146 REGULAR MEETING APRIL 8. 1996 and the quotation be awarded as outlined above. Mr. Leszczynski seconded the motion which carried. APPROVE CONSTRUCTION CONTRACT - SAMPLE-EWING REDEVELOPMENT AREA - SITE CLEARANCE PHASE II - STRUCTURE REMOVAL PACKAGE 1 - PROJECT NO 96-15- 1 Mr. Leszczynski advised that in accordance with the bid awarded on March 25, 1996, to LaFree Excavating, Inc., 1251 West Third Street, Osceola, Indiana, in the amount of $19,300.00 for the above referred to project, a Contract in said amount was being submitted for Board approval. Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the Contract was approved and the appropriate Certificate of Insurance, Performance Bond and Labor and Materials Payment Bond as submitted were filed. APPROVAL OF AGREEMENT - ESCROW AGREEMENT - WISSCO IRRIGATION - PROJECT NO. 95-16 Mr. Leszczynski stated that the Board is in receipt of an Escrow Agreement between the City of South Bend, Wissco Irrigation and NBD Bank, South Bend, Indiana, for the irrigation system at Elbel Golf Course. It was noted that the Construction Contract for this project was approved on October 16, 1995. Therefore, upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the Agreement was approved and executed. APPROVE COMMUNITY DEVELOPMENT CONTRACTS AND ADDENDUM The following Community Development Contracts and Addendum were presented to the Board for approval: Contract/Addendum Family & Children's Center Amount Extends term to 12/31/96 and update Addendum I (CD94-307) Davis -Bacon wages 4C's Child Care Subsidy $45,000 LaSalle Fillmore Center $10,100 Real Services Guardianship Program $ 8,000 Real Services Older Adult Crime Victim Program $10,000 Police Neighborhood Reclamation Action Patrols $80,000 Police Neighborhood Watch $80,000 Neighborhood Services & Technical Services Corp. $25,000 Planning/Neighborhood Dev. $150,000 Near Northwest Neighborhood $20,000 Develop. Admin. NNN Social/Economic Concerns Initiative $12,500 Youth Service Bureau Runaway $14,500 Shelter Activity Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and carried, the above referred to Contracts and Addendum were approved and executed. APPROVE CHANGE ORDER - ORGANIC RESOURCES OFFICE UPGRADE - PROJECT NO 95-71 Mr. Leszczynski advised that Mr. Robert Flores, Division of Environmental Services, has submitted Change Order No. 1, on behalf of Kaser-Spraker Construction, 25487 West State Road 2, South Bend, Indiana, indicating that the Contract amount be increased $1,350.00 for a new Contract sum including this Change Order in the amount of $38,200.00. Upon a motion made by Mrs. Manier, seconded by Mr. Leszczynski and carried, the Change Order was approved.
