The <br />appropriate three-year Maintenance Bonds were also submitted. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Caldwell and carried, Change Orders and the Project Completion <br />Affidavits were approved. <br />APPROVE LICENSE APPLICATIONS - PUBLIC PARKING FACILITY <br />Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier and carried, the following license <br />applications were approved: <br />The People's Church of South Bend <br />310 West Washington <br />South Bend, Indiana <br />E.H. McNease <br />418 South Main <br />South Bend, Indiana <br />E.H. McNease <br />420 South Main Street <br />South Bend, Indiana <br />The above license applications were approved and referred to the Deputy Controller's Office for <br />issuance of licenses. It was noted that the required Proof of Insurance as well as the hours and rates <br />to be charged were attached to the applications. <br />APPROVAL OF LICENSE APPLICATIONS - RUBBISH AND GARBAGE REMOVAL <br />SERVICE <br />Mr. Leszczynski stated that the Board is in receipt of favorable recommendations from the <br />Department of Code Enforcement for License Applications for Rubbish and Garbage Removal <br />Service for the following applicants: <br />Best Way Disposal Eddie Ivory <br />3290 Hennesey Road 1302 West Linden <br />Watervliet, Michigan South Bend, Indiana <br />Mr. Leszczynski stated that the Bureau of Sanitation has inspected the vehicles to be used in <br />conjunction with the businesses. Upon a motion made by Mr. Caldwell, seconded by Mrs. Manier <br />and carried, the License Applications were approved. <br />APPROVAL OF RECOMMENDATION TO ENCROACH ONTO PUBLIC RIGHT-OF-WAY - <br />VIDEOTAPING ON SIDEWALK AT COLFAX AVENUE AND BELLEVUE SOUTH OF <br />MISHAWAKA AVENUE <br />Mr. Leszczynski advised that the Board is in receipt of favorable recommendations from the <br />Division of Engineering, Police Department, Building Commissioner and the Redevelopment Design <br />Review Committee for a request as submitted by Mr. Sean A. Hoade, The Double-Crossers, 18115 <br />State Road 23, South Bend, Indiana, for a request to videotape on the sidewalk of Colfax Avenue <br />in the downtown area one morning between March 3 and March 10,1996, and on Bellevue just south <br />of Mishawaka Avenue on a different day between the two dates. Further, it is to be noted that Mr. <br />Hoade will be videotaping for a movie project under the auspices of Indiana University at South <br />Bend. Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the <br />recommendation was approved. <br />
