REGULAR MEETING <br />18.6.3 Pocket Fastener: <br />Hoor and pile tape reversed. <br />(Does not meet specifications) <br />TUESDAY, JUKE 1. 1999 <br />18.8.1 Knee Pad Construction: <br />Knee pad is not double stitched to the outer shell. -padding not held in position. <br />This will allow padding to drop or bunch. <br />(Does not meet specifications) <br />18.9 Trouser Leg Water Dam: <br />Water dam is attached at the cuff not approximately 3 inches from the cuff. <br />If cuff rises so does the water dam, not as effective. <br />(Does not meet specifications) <br />18.12 Reflective Lettering and Numbering: <br />Scotchtlite material #8987 not used and no explanation of what material <br />type used. <br />(Does not meet specifications) <br />Chief Randy Magdalinski, South Bend Fire Department, was present to state the differences in the <br />bids. The source of funding will be from the Emergency Medical Service Capital Improvement Fund <br />City's Lease purchase. Therefore, Ms. Roemer made a motion that the recommendation be accepted <br />and the bid be awarded as outlined above. Mr. Powell seconded the motion which carried. <br />AWARD BID - ONE (1) MEDIUM TYPE AMBULANCE <br />Chief Luther Taylor, South Bend Fire Department, advised the Board that on May 3, 1999, bids were <br />received and opened for the above referred to ambulance. After reviewing those bids, Chief Taylor <br />recommends that the Board award the bid to Goggan & Associates, Inc., 50811 Killian Lane, Elkhart, <br />Indiana in the amount of $132,442.00. <br />The bid of $124,270.00 from Rolland Speciality Vehicles & Products, Inc. representing American <br />Emergency Vehicles failed to meet specifications. The vehicle proposed is a demonstration unit. <br />Both the Chassis and module body have a number of exceptions and fail to meet specifications. <br />The bid of $129,435.00 from Goggan & Associates, Inc., representing McCoy Miller Division of <br />Warrick Industries failed to meet our specifications. The items as submitted are exceptions and are <br />non -responsive to the bid specifications. <br />The bid of $133,929 from Wheeled Coach, Winter Park, Fl., failed to meet specifications. The <br />information supplied in the bid on the module body has a number of exceptions and no information <br />supplied on the chassis. The Fire Department tried to contact Mr. Jim Gesiakowski, agent of bidder, <br />for information, but he is no longer with Wheeled Coach. <br />Mr. Rick DeRosa from Wheeled Coach contacted the Fire Department to clarify any issues or <br />questions on the proposal. On May 11, 1999, the Fire Department met with Mr. DeRosa who <br />provided additional information. The Fire Department feels that there are still a number of <br />unanswered questions and exceptions and the requirements were not met. <br />Chief Randy Magdalinski, South Bend Fire Department, was present, and stated the differences in <br />the bids submitted. Therefore, Mr. Powell made a motion that the recommendation be accepted and <br />the bid be awarded as outlined above. Ms. Roemer seconded the motion which carried. <br />AWARD BID - SOUTHEAST NEIGHBORHOOD REDEVELOPMENT - PENNSYLVANIA <br />AVENUE IMPROVEMENTS - PROJECT NO. 99-12-1 <br />Mr. Carl P. Littrell, City Engineer, advised the Board that on May 24, 1999, bids were received and <br />opened for the above referred to project. After reviewing those bids, Mr. Littrell recommends that <br />the Board award the bids as follows: <br />
