REGULAR MEETING MAY 24, 1999 <br />residents do not want these alleys vacated. Therefore, Ms. Roemer made a motion that the Board <br />send'an unfavorable recommendation to the Common Council concerning this. Vacation, Petition, <br />based on recommendations of Mr. Ford and the Bureau of Solid Waste. Mr. Powell seconded the <br />motion which carried. <br />APPROVAL OP RECOMMENDATION - TO CONDUCT 1999 AMERICAN HEART WALK <br />Mr. Powell stated that favorable recommendations have been received by the Division • of Engineering, <br />Park Department, Police Department and the City Attorney's Office, in reference to a request as <br />submitted by Mr. Rick Addis, American Heart Association, 2410 Grape Road, Mishawaka; Indiana <br />to conduct the above referred to walk, on September 25, 1999, on the designated route as submitted. <br />Upon a motion made by Mr. Powell, seconded by Ms. Roemer and carried, the recommendation was <br />approved. <br />Mr. Powell stated that an unfavorable recommendation has been received by- Community and <br />Economic Development in reference to a request as submitted by Ms. Dora. Kiefer, 1216 East <br />Madison, South Bend, Indiana, to purchase City owned property at 234 Milton. Community and <br />Economic Development stated that the southeast neighborhood has experienced considerable <br />redevelopment over the past six years, and the availability of vacant lots owned by the City has helped <br />contribute to the overall redevelopment effort. A housing development study will be started in the <br />near future. Until that study is complete and fully analyzes the impact of the remaining lots, <br />Community and Economic Development recommends that the City retain this property. Upon a <br />motion made by Mr. Powell, seconded by Ms. Roemer and carried, the request was denied. <br />REQUEST DENIED -PURCHASE OF CITY OWNED PROPERTY 1507 AND 1511 HIGH <br />STREET <br />Mr. Powell stated that an unfavorable recommendation has been received by -Community and <br />Economic Development in reference to a request as submitted by Mr. Jerry Watts, Post Office Box <br />868, South Bend, Indiana, to purchase City ovmed property at 1507 and 1511 High Street. <br />Community and Economic Development stated that the southeast neighborhood has experienced <br />considerable redevelopment over the past six years, and the availability of vacant lots owned by the <br />City has helped contribute to the overall redevelopment effort. A housing development study will <br />bestarted in the near future. Until that study is complete and fully analyzes the impact of the <br />remaining lots, Community and Economic Development recommends that the City retain these <br />properties. Community and <br />Economic Development stated that the southeast neighborhood has experienced considerable <br />redevelopment over the past six years, and the availability of vacant lots owned by the City has helped <br />contribute to the overall redevelopment effort. A housing development study will be started in the <br />near ,future. Until that study is complete and fully analyzes the impact of the remaining lots, <br />Community and Economic Development recommends that the City retain this property. Upon a <br />motion made by Mr. Powell, seconded by Ms. Roemer and carried, the request was denied. <br />APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS SCADA SYSTEM <br />OPERATOR INTERFACE REPLACEMENT -WASTEWATER TREATEMENT . PLANT - <br />PROJECT NO. 99-15 <br />In a memorandum to the Board, Mr. Jack Dillion, Environmental Services, requested permission to <br />advertise for the receipt of bids for the above referred to project. Mr. Dillon stated that funding for <br />this project is provided by the Capital Improvement Budget. Therefore, upon a motion made by Mr. <br />Powell, seconded by Ms. Roemer and carried, the request to advertise for the receipt of bids was <br />approved: <br />
