Limitations <br />1. Invert measurements made on storm and sanitary structures will be made from above <br />ground only, utilizing methods that do not require confined space entry apparatus, such <br />as ventilation and extraction equipment. <br />2. Utility lines will be shown based upon field evidence located during our field <br />investigation and per plans and markings provided by the owner, utility companies, or <br />their representatives. We cannot certify that all utilities required are available. <br />A 1.02 Sidewalk Easements (T&E Basis): <br />A. Currently there are 12 existing properties along the southern right of way within the project limits. <br />Upon completion of the topographic it will become apparent if there are spacial contraints <br />between the existing roadway edge and the right of way to construct the sidewalk and have a <br />treelawn buffer. Therefore a sidewalk easement may be required. This scope of service will <br />include review of the vesting deeds for the affected properties, preparation of the necessary legal <br />descriptions and the creation of sidewalk easement documentation. <br />B. The fees for this services have been prepared as if all properties will be affected and therefore will <br />be billed on a Time and Expense Basis. <br />A1.03 Utility Coordination: <br />A. Based on a site visit it was noted that there are existing power poles along the roadway edge. It is <br />the desire of the City to avoid any utility relocation for the installation of the sidewalk. However, <br />there are existing utility boxes between Clemens Drive and Northwood Drive where utility <br />coordination services may be required. JPR will facilitate coordination efforts with the affected <br />utility companies and/or departments. <br />A 1.04 Conceptual Design Phase <br />A. Upon completion of the topographic survey JPR will commence with the development of an <br />overall conceptual design showing the location of the proposed 5 foot sidewalk along the southern <br />right of way, new curb ramps, connections to existing walkways, and potential encroachment <br />areas outside of the right -of way. JPR will provide the following: <br />1. Prepare one (1) Conceptual Drawing showing the full extent of the proposed 5' sidewalk <br />and related site improvements. <br />2. JPR will prepare a Preliminary Opinon of Probable Cost for the construction of the new <br />sidewalk. This estimate will help in establishing potential phasing or bid alternate limits. <br />3. JPR will present this plan to the City of South Bend Engineering staff for review and <br />comment. <br />4. Upon receiving the input from City staff, JPR will update the Conceptual Plan for a final <br />approval by the City. <br />A1.05 Construction Drawings and Specifications <br />A.
