changes in the scope, extent, character, or design requirements of or for the Project, and upon written authorization from Owner, the Engineer shall: 1. Refine the base plan from which to develop the Construction Documents and Specifications. 2. Prepare the plans to indicate the various alternates for bidding purposes. 3. Develop the necessary Front End and Special Provisions documentation for bidding purposes. 4. Refine the cost estimate and bid tab items. 5. Submit the Construction Documents at 90% completion level for review by the City of South Bend Engineering Department. 6. Facilitate a Progress Review meeting with City staff to review the plan and document comments. 7. JPR will revise the necessary plans and documents based on the comments received and will submit the 100% Construction Documents and Specifications for final approval by the City. A 1.06 Bidding or Negotiating Phase -Phase One A. After acceptance by Owner of the bidding documents and the most recent opinion of probable Construction Cost as determined from the 100% Construction Document submittal, and upon written authorization by Owner to proceed, Engineer shall: 1. Assist Owner in advertising for and obtaining bids or proposals for the Work and, where applicable, and maintain a record of prospective bidders to whom Bidding Documents have been issued. 2. Coordinate and facilitate a Pre -Bid Meeting with the potential bidding contractors. 3. Issue addenda as appropriate to clarify, correct, or change the bidding documents. 4. Provide information or assistance needed by Owner in the course of any negotiations with prospective contractors. 5. Consult with Owner as to the acceptability of subcontractors, suppliers, and other individuals and entities proposed by prospective contractors for those portions of the Work as to which such acceptability is required by the bidding documents. 6. If bidding documents require, the Engineer shall evaluate and determine the acceptability of "or equals" and substitute materials and equipment proposed by bidders. 7. Attend the Bid opening, prepare Bid tabulation sheets, and assist Owner in evaluating Bids or proposals and in assembling and awarding contracts for the Work. B. The Bidding or Negotiating Phase will be considered complete upon commencement of the Construction Phase. A1.07 Construction Administration—PhaseOne: A. Periodic reviews of site construction will be completed to ensure the Contractor(s) is providing the level of quality that is required for the project. It is anticipated that the first phase of this project project will take approximately thirty (30) months to construct.
