Ms. Roemer seconded the motion which carried. <br />AWARD BID - TWO (2) SINGLE AXLE LOADERS <br />Mr. Matthew Chlebowski, Director, Equipment Services, advised the Board that on March 6, 2000, <br />bids were received and opened for the above referred to equipment. After reviewing those bids, Mr. <br />Chlebowski recommends that the Board award the bid to the lowest, most responsive and responsible <br />bidder, Best Equipment Company, Inc., 2804 North Catherwood, Indianapolis, Indiana, as follows: <br />****Denotes Recommended Purchase <br />Deeds Equipment Company Each 2 Unit Total <br />NU -Life 1700-B w/Freightliner $82,634 $165,268 <br />1700-B w/Sterling $82,949 $165,699 <br />1700-B w/IHC $83,899 $167,798 <br />1700-B w/Ford $83,375 $166,750 <br />Explanation of Bid Rejection: NU -Life Model 1700-B does not meet the City of South Bend's <br />advertised specification in the following areas: <br />Boom: all hydraulic hoses are not enclosed in a steel box as specified for protection. <br />This is an area where the boom comes into contact with the trash. Exposed <br />hoses are subject to being broken causing additional down time and repair <br />costs. <br />Trash Buckets: the NU -Life trash bucket has 4 support ribs per side not 5 as specified. This <br />is a critical strength area where the debris is handled. <br />Out Riggers: The outrigger housings which slide in and out are not separated by nylatron <br />or equal bushings as specified. This is an area of high usage and wear. <br />Operator Controls: The Nu -Life does not have a walk-thru operators station behind the cab, this <br />means the operator must walk around the truck to get to the curb side <br />controls. The platform is constructed from plate decking and not "grip strut" <br />as specified. The local dealer offered to have a platform built after the bid <br />opening. <br />Trash Dump Body: Body floor is 10 gauge steel (.134") not 1/4" (.250") minimum as specified. <br />Head board and sides are 12 gauge (104") not 10 gauge (134") minimum as <br />specified. <br />Safety: The outriggers which stabilize the unit while in use do not have safety locking <br />valves as specified. These valves prevent a failure in the event a hydraulic <br />hose would rupture or leak. The operator must be at ground level to operate <br />the outriggers. This means he cannot see the outrigger on the opposite side <br />of the truck. <br />
