Jacob,A4_lerk <br />The public agenda session of the Board of Public Works was convened at 8:00 a.m. on Thursday, <br />September 19, 2002, by Board Member Carl P. Littrell, with Mr. Donald E. Inks present. Also <br />present was Board Attorney Thomas Bodnar. Board President Gary A. Gilot was not present. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mr. Littrell, seconded by Mr. Inks and carried, the following item was added <br />to the agenda: <br />- Title Sheet - Sheridan Street Improvements (Re -Bid) <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mr. Inks, seconded by Mr. Littrell and carried, the minutes of the regular <br />meeting of the Board held on September 5, 2002 and September 9, 2002, were approved. <br />AWARD BID - ONE HUNDRED TEN (110) IN -CAR VIDEO CAMERA SYSTEMS - SOUTH <br />BEND POLICE DEPARTMENT <br />Captain Gary Horvath, South Bend Police Department, advised the Board that on June 24, 2002, bids <br />were received and opened for the above referred to equipment. After reviewing those bids, Captain <br />Horvath recommends that the Board award the contract to the lowest responsible and responsive <br />bidder, Mobile Vision, 90 Fanny Road, Boonton, New Jersey in the amount of $465,483.90, based <br />on the following facts: <br />• Mobile Vision had the only system that allowed for upgrading present day systems <br />• Mobile Vision was compliant for all bid specifications whereas Conzer Security had 21 <br />exceptions/explanations and Kustom Signal had 45 exceptions/explanations to bid <br />specifications <br />• Both Kustom Signal and Conzer Security failed to have a transmitter/receiver system that <br />made use of the 900 MHZ radio frequencies <br />• Conzer Security & Kustom Signal failed to list required optional equipment and prices <br />• Conzer Security failed to offer installation of their in -car video systems <br />0 Conzer Security and Kustom Signals transmitters failed to possess internal signals <br />
