0995 <br />REGULAR MEETING APRIL 8, 2002 <br />2, 2002, from 5:30 p.m. to 7:00 p.m. pon a motion made by Mr. Inks, seconded by Mr. Littrell and <br />carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CONDUCT SOUTH BEND/MICHIANA LUPUS <br />WALK <br />Mr. Gilot stated that favorable recommendations have been received by the Division of Engineering, <br />Park Department, Police Department and the City Attorney's office, in reference to a request as <br />submitted by Ms. Sara Irons, Michigan Lupus Foundation, 2653 Redfield Road, Niles, Michigan to <br />conduct the above referred to walk on May 11, 2002, on the designated route as submitted. Upon <br />a motion made by Mr. Inks, seconded by Mr. Littrell and carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CONDUCT WALKAMERICA 2002 - MARCH OF <br />DIMES <br />Mr. Gilot stated that favorable recommendations have been received by the Division of Engineering, <br />Park Department, Police Department and the City Attorney's office, in reference to a request as <br />submitted by Ms. Carl Hummer, March of Dimes, 2012 Ironwood Circle, South Bend, Indiana to <br />conduct the above referred to walk on April 27, 2002, on the designated route as submitted. Upon <br />a motion made by Mr. Inks, seconded by Mr. Littrell and carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CHANGE PARKING RESTRICTIONS - <br />BARTLETT STREET - 2002 CABIN DAYS - NORTHERN INDIANA CENTER FOR HISTORY <br />Mr. Gilot stated that favorable recommendations have been received by the Division of Engineering, <br />Police Department and the City Attorney's office, in reference to a request as submitted by Mr. <br />Travis Childs, Center for History, 808 West Washington, South Bend, Indiana to change parking <br />restrictions on Bartlett Street from Riverside to Michigan Street, to be designated as "no parking" <br />in conjunction with 2002 Cabin Days, to be held on May 8, 9, 10, 13, 14, and 15, 2002. Upon a <br />motion made by Mr. Inks, seconded by Mr. Littrell and carried, the recommendation was approved. <br />TABLE RECOMMENDATION - TO PLACE SIGNS/T-SHIRTS IN AREA IN FRONT OF <br />MORRIS PERFORMING ARTS CENTER - CHILD ABUSE SOCIETY <br />Mr. Gilot stated that favorable recommendations have been received by the Division of Engineering, <br />Fire Department, Police Department, Building Department and the City Attorney's office, in <br />reference to a request as submitted by Ms. Jennifer Weinberg, 912 East LaSalle, South Bend, <br />Indiana, to place signs and t-shirts representing child abuse and neglect in the grassy area in front of <br />the Morris Performing Arts Center from April 1 to April 30, 2002. Upon a motion made by Mr. <br />Littrell, seconded by Mr. Inks and carried, the recommendation was tabled. <br />APPROVAL OF RECOMMENDATION TO ENCROACH ONTO PUBLIC RIGHT-OF-WAY - <br />INSTALLATION OF AWNING - 401 SOUTH MAIN - CITY CHAPEL EFC <br />Mr. Gilot advised that the Board is in receipt of favorable recommendations from the Division of <br />Engineering, Police Department, Building Commissioner and the Fire Department for the installation <br />of an awning at 401 South Main Street. Upon a motion made by Mr. Littrell, seconded by Mr. Inks <br />and carried, the recommendation was approved. <br />APPROVAL OF RECOMMENDATION - TO CLOSE STREET - NORTH ST. PETER FROM <br />COLFAX TO WASHINGTON - BLOCK PARTY <br />Mr. Gilot stated that favorable recommendations have been received by the Division of Engineering, <br />Police Department and the City Attorney's office, in reference to a request as submitted by Mr. <br />Jonathan Pierce, 113 North St. Peter, South Bend, Indiana, to conduct the above referred to block <br />party on April 27, 2002, from 12:00 p.m. to 9:00 p.m. It was noted that a check for $400.00 was <br />submitted to the Board in good faith. The check will be returned provided the area is clean from <br />trash after the event. Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the <br />recommendation was approved, subject to two (2) police officers monitoring the event. <br />DENY REQUEST FOR RESIDENTIAL PARKING 2100 BLOCK OF VINE STREET <br />In a response to a petition from the residents of the 2100 block of Vine Street and the 900-1100 <br />blocks of 2151 Street, a parking study was conducted. The petition seeks relief from parking <br />congestion due to the proximity of IUSB. The study was conducted on October 18, 2001. The study <br />found that the criteria of Municipal Code, Article 10, Section 10-114, have not been met. Therefore, <br />
