0328 REGULAR MEETING SEPTEMBER 8.2003 APPROVAL OF PROPOSAL - SCOPE OF WORK AND COST ESTIMATE FOR PHASE II - SITE ASSESSMENT ACTIVITIES - FORMER OLIVER PLOW WORKS - HULL & ASSOCIATES Mr. Gilot stated that the Board is in receipt of a Proposal between the City of South Bend and Hull & Associates, 4900 Parkway Drive, Mason, Ohio, for the above referred to services. Mr. Gilot noted that the Proposal is in the amount of $39,858.00. Therefore, upon a motion made by Mr. Inks, seconded by Mr. Littrell and carried, the Proposal was approved and executed. APPROVAL OF PROPOSAL - EQUIPMENT FINANCE/LEASE PURCHASE - THE FIFTH THIRD LEASING COMPANY Mr. Gilot stated that the Board is in receipt of a Proposal between the City of South Bend and the Fifth Third Leasing Company, South Bend, Indiana, for the above referred to lease purchase of City vehicles and equipment. Mr. Gilot noted that the Proposal is in the amount of $1,254,890.00. Therefore, upon a motion made by Mr. Inks, seconded by Mr. Littrell and carried, the Proposal was approved and executed. APPROVAL OF RECOMMENDATION -TO CLOSE STREET -HUMBOLDT FROM OLIVE TO FREMONT - BLOCK PARTY Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Linda Chism, 1145 North Olive, South Bend, Indiana, to conduct the above referred to block party on September 13, 2003, from 1:00 p.m. until 5:00 p.m. Upon a motion made by Mr. Inks, seconded by Mr. Littrell and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION - TO CLOSE STREET -ACADEMY PLACE FROM RIVERSIDE TO INGLEWOOD - BLOCK PARTY Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Misti McIntyre, 1145 Academy Place, South Bend, Indiana, to conduct the above referred to block party on September 21, 2003, from 1:00 p.m. until 6:00 p.m. Upon a motion made by Mr. Inks, seconded by Mr. Gilot and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION - TO CHANGE PARKING RESTRICTIONS - WEST MADISON AND NORTH LAFAYETTE STREET - HOLY DAY SERVICES Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Anne Feferman, Temple Beth -El, 305 West Madison, South Bend, Indiana, to change parking restrictions on West Madison and North Lafayette to accommodate parking on September 26 and 27 and October 5 and 6, 2003, in conjunction with their event. Upon a motion made by Mr. Littrell , seconded by Mr. Gilot and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION - TO CLOSE STREET - MICHIGAN FROM MORRIS CIVIC TO JEFFERSON - "ART BEAT 2003" Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Police Department and the City Attorney's office, in reference to a request as submitted by Ms. Denise Zigler, Morris Performing Arts Center, South Bend, Indiana, to conduct the above referred to event on September 18, 2003, from 4:30 p.m. until 8:00 p.m. Upon a motion made by Mr. Inks, seconded by Mr. Littrell and carried, the recommendation was approved. APPROVAL OF RECOMMENDATION - TO CONDUCT "A WALK TO REMEMBER" - ST. JOSEPH REGIONAL MEDICAL CENTER Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Police Department, Park Department and the City Attorney's office, in reference to a request as submitted by Ms. Barbara James, St. Joseph Regional Medical Center, 801 East LaSalle, South Bend, Indiana, to conduct the above referred to walk on October 5, 2003, from 1:30 p.m. until 4:30 p.m., on the designated route as submitted. Upon a motion made by Mr. Littrell, seconded by Mr. Inks and carried, the recommendation was approved.
