QA, <br />REGULAR MEETING MAY 12, 2003 <br />RATIFY REQUEST - TO CONDUCT "MAY PROCESSION" - HOLY CROSS CHURCH <br />Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting. Park <br />Department, Police Department and the City Attorney's office, in reference to a request as submitted <br />by Reverend Michael Mathews, Holy Cross Church, 1520 Vassar, South Bend, Indiana, to conduct <br />the above referred to procession, on May 9, 2003, on the designated route as submitted. Upon a <br />motion made by Mr. Gilot, seconded by Mr. Littrell and carried, the recommendation was ratified. <br />APPROVAL OF RECOMMENDATION - TO CLOSE STREET - VASSAR FROM WILBER TO <br />LAWNDALE - ALUMNI REUNION <br />Mr. Gilot stated that favorable recommendations have been received by Traffic & Lighting, Police <br />Department and the City Attorney's office, in reference to a request as submitted by Reverend <br />Michael Mathews, Holy Cross Church, 1520 Vassar, South Bend, Indiana, to conduct the above <br />referred to block party on June 28, 2003, from 9:00 a.m. until 9:00 p.m. Upon a motion made by Mr. <br />Littrell, seconded by Mr. Gilot and carried, the recommendation was approved. <br />APPROVE LICENSE APPLICATION - PUBLIC PARKING FACILITY <br />Upon a motion made by Mr. Littrell, seconded by Mr. Gilot and carried, the following license <br />application was approved: <br />The Cathedral Church of St. James, Inc. <br />307-3111 West Washington Street <br />The above licence application was approved and referred to the Deputy Controller's Office for <br />issuance of a license. It was noted that the required Proof of Insurance as well as the hours and rates <br />to be charged was attached to the application. <br />DENY REQUEST - ESTABLISHMENT OF A RESIDENTIAL PARKING ZONE - 4900-5000 <br />WEST WASHINGTON <br />Mr. Gilot stated that an unfavorable recommendation has been received by Traffic and Lighting in <br />reference to a request as submitted by Ms. Pat Sobczak, 4905 West Washington, to establish a <br />residential parking zone in the 4900-5000 blocks of West Washington. Traffic and Lighting <br />conducted a parking study on April 16, 2003, and found that the criteria of Municipal Code, Article <br />10, Section 20-114 had not been met. Only 20% occupancy was found in the 4900-5000 blocks of <br />West Washington and only 12% occupancy by non-residents was found. Therefore, upon a motion <br />made by Mr. Littrell, seconded by Mr. Gilot and carried, the request was denied. <br />APPROVAL OF RECOMMENDATION - TO CONDUCT "RIVER WALK" - CENTRAL <br />UNITED METHODIST CHURCH <br />Mr. Gilot stated that favorable recommendations have been received by Traffic and Lighting, Park <br />Department, Police Department and the City Attorney's office, in reference to a request as submitted <br />by Ms. Mary Ann Conrad, Central United Methodist Church, 802 East Ewing, South Bend, Indiana <br />to conduct the above referred to walk, on September 27, 2003, from 8:00 a.m. until 11:00 a.m., on <br />the designated route as submitted. Upon a motion made by Mr. Gilot, seconded by Mr. Littrell and <br />carried, the recommendation was approved. <br />FAVORABLE RECOMMENDATION - TO VACATE AN ALLEY - BETWEEN LOTS 11 AND <br />12, BOUNDED BY TAYLOR, MADISON . WILLIAM AND LINCOLNWAY WEST <br />Mr. Gilot indicated that Ms. Beverly Lynch, 415 Lincolnway West, South Bend, Indiana, has <br />submitted to the Board a request to vacate the above referred to alley. Mr. Gilot advised that the <br />Board is in receipt of favorable recommendations concerning this Vacation Petition from the Area <br />Plan Commission, Police Department, Fire Department, Sanitation, and the Department of Public <br />Works. The Fire Department submitted a favorable recommendation, subject to the property owner <br />at 411 Lincolnway West having no objections. Community and Economic Development noted that <br />415 has a fence surrounding the property, and recommended that the alley not be vacated, as it serves <br />vehicles entering through Lincolnway West. In addition, it appears there is no evidence of 415 being <br />damaged due to the alley. Area Plan stated that if this alley is vacated, that it be done so subject to <br />the creation of utility easements or cross access easements. Engineering stated that the alley lays <br />between 411 and 413 Lincolnway west. 415 is one house removed. Also, if successful, the adjacent <br />owners each benefit by splitting the property.
