There being no further discussion, the recommendation was accepted and filed. <br />ACCEPT AND FILE 3rd QUARTERLY REPORT FOR SPECIALIZED SCHOOL -JULY <br />THROUGH SEPTEMBER 2006 <br />Captain Wanda Shock, Director of Training, South Bend Police Department, submitted the <br />Quarterly Report for Specialized School for July through September 2006. Upon a motion made <br />by President Rodriguez, seconded by Mr. BonDurant and carried, the Quarterly Report was <br />accepted and filed. <br />FIRE DEPARTMENT <br />ADOPT RESOLUTION NO. 62-2006 -COMMENDATION TO FIREFIGHTER BRENT VAN <br />BRUAENE <br />Chief Taylor read the following Resolution. Upon a motion made by President Rodriguez, <br />seconded by Mr. BonDurant and carried, the following Resolution was adopted by the Board of <br />Public Safety: <br />RESOLUTION NO. 62-2006 <br />WHEREAS, the Board of Public Safety wishes to issue Commendations to individuals <br />who perform meritorious service on behalf of the citizens of this Community, and; <br />WHEREAS, such service shall be recognized by the Board of Public Safety and <br />appropriate Commendation shall be presented to the individual performing said meritorious <br />service. <br />NOW, THEREFORE, BE IT RESOLVED, that Commendation be given to: <br />FIREFIGHTER BRENT VAN BRUAENE <br />On October 16, 2006 at approximately 12:30 p.m., Firefighter Brent Van Bruaene, a member of <br />the South Bend Fire Department, while off duty and driving eastbound on the Indiana Toll Road <br />witnessed an accident occurring in the westbound lanes. Seeing no medical or police assistance <br />at the scene, he decided to turn around to see if anyone was in danger or needed assistance. As <br />he approached the truck which was involved in the accident, he noted that the driver had <br />extensive face and head injuries. As Firefighter Van Bruaene was assessing the injuries, a fire <br />started in the engine compartment of an SUV, the other vehicle involved in the accident. The <br />driver of the SUV was still in the vehicle. Firefighter Van Bruaene approached the fiery vehicle <br />and was advised by its driver that his leg was pinned and he couldn't move. Attempting to free <br />the driver's leg while the fire was getting worse, Firefighter Van Bruaene instructed a civilian in <br />the vicinity to get a fire extinguisher while he (Van Bruaene) continued to attempt to free the <br />driver and advised the driver how to minimize the danger of burns. Then firefighter Van <br />Bruaene discovered the driver's boot laces were wedged under the seat and he untied the Iaces <br />and loosened the boot. Finally, with the help of a County police officer he was able to free the <br />driver's leg and remove the driver to safety. Firefighter Van Bruaene then proceeded to give <br />further medical care and attention to the two drivers until Medic 12 of the South Bend Fire <br />Department and Harris Township firefighters arrived on the scene. <br />While Firefighter Van Bruaene was under no obligation to respond to the two vehicle accident, <br />his concern, competence and quick thinking helped save one driver from serious burns and <br />' provided immediate medical assistant to the other. <br />BE IT FURTHER RESOLVED that Firefighter Brent Van Bruaene be commended and <br />recognized by the City of South Bend for his dedication, skill, courage and professionalism. <br />Dated this 8`h day of November 2006. <br />
