AMENDMENT TO AGREEMENT <br />BETWEEN OWNER AND ENGINEER <br />FOR <br />PROFESSIONAL SERVICES <br />The Board of Public Works, City of South Bend, Indiana ("Owner") and MWH Americas, Inc. <br />("Engineer") entered into an agreement for professional services ("Agreement") effective <br />February 10, 2015 for services relating to: <br />South Bend Combined Sewer Overflow (CSO) Long Tenn Control Plan (LTCP) Integrated <br />Planning Reevaluation ("Project"). <br />The Agreement is hereby amended to include additional services as described below. These <br />additional services comprise Phase 1 C of the Project as described in this Amendment. This <br />Amendment is effective as of 1Z , 2v/1, ("Effective Date"). <br />Phase 1C Introduction and Overview <br />Over the past 15 months, the City's Consultant Team has completed the Phase lA/lB <br />reevaluation of the 2012 Long Term Control Plan incorporated into the City's current CSO <br />consent decree. The work done to date has resulted in an update of estimated costs for <br />construction of the remaining LTCP projects, refinement of the collection system and water <br />quality models used to analyze potential management strategies, identification of cost saving <br />conceptual alternatives to the current LTCP, and formulation of an initial strategy for <br />modifications or wholesale changes to the City's current LTCP that would achieve the goals of <br />this effort at a reduced cost to South Bend. <br />The goals of the proposed Phase 1 C Scope of Work are to: <br />• refine the City's collection system model to further improve its ability to accurately <br />predict system performance and support optimization analyses; <br />• investigate the potential for enhancement of the collection system model through <br />integration of Cognitive Hydraulic Response System features and linkages to the St. <br />Joseph River water quality model; <br />• develop cost functions for the construction of various LTCP alternatives that can be <br />incorporated into the model being used for system optimization; <br />• formulate and implement an optimization analysis of LTCP alternatives to provide <br />insight into the potential for further reduction of program costs through refinements to <br />the LTCP or changes in the target level of service; and <br />South Bend LTCP Reevaluation - Phase 1C Amendment Page 1 <br />Revised 06/29/2016 <br />
