Councilmember <br />Varner seconded the motion which carried by a voice vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 29-09 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, AMENDING <br /> CHAPTER 14 OF THE SOUTH BEND <br /> MUNICIPAL CODE BY THE INCLUSION <br /> OF NEW ARTICLE 10 ENTITLED USER <br /> FEES FOR SPECIAL PUBLIC SAFETY <br /> SERVICES PROVIDED BY THE SOUTH <br /> BEND POLICE DEPARTMENT <br /> <br />Councilmember Dieter made a motion to continue this bill indefinitely. Councilmember <br />Oliver Davis seconded the motion which carried by a voice vote of eight (8) ayes. <br /> <br />BILL NO. 38-09 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF <br /> SOUTH BEND, INDIANA, <br /> APPROPRIATING FUNDS FOR <br /> CAPITAL EXPENDITURES FOR THE <br /> FISCAL YEAR 2009 FROM THE WATER <br /> WORKS DEPRECIATION FUND (#622) <br /> AND THE SEWAGE WORKS <br /> DEPRECIATION FUND (#642) <br /> <br />Councilmember White made a motion to hear the substitute version of this bill. <br />Councilmember Dieter seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br /> <br />Councilmember Oliver Davis, Chairperson, Utilities Committee, reported that this <br />committee held a Pubic Hearing on this substitute bill this afternoon and voted to send it <br />to the full Council with a favorable recommendation. <br /> <br />th <br />Mr. Gary Gilot, Director, Public Works, 13 Floor County-City Building, 227 W. <br />Jefferson Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Gilot advised that this substitute bill includes capital items which are referenced in <br />Exhibit A and attached to the bill. He noted that the Water Works Fund #622 would <br />appropriate $1,107,100 for various main extensions, buying water meters and repairing <br />pumps and roofs. He further noted that capital items will be paid from Environmental <br />Services Fund #641 in the amount of $3,367,000; and $245,300 from Sewers. Mr. Gilot <br />noted that several trucks would be rehabilitated and that there would be a more efficient <br />use of saving of labor costs. He further noted that no property taxes dollars are involved <br />with this appropriation and that these expenditures are coming out of user fees. <br /> 9 <br /> <br />
