REGULAR MEETING APRIL12.2016 141 needs to be ongoing discussions with the council to assure there is public input and to educate the public on the rates before they are hit with increases. Ms. Braden asked the Board how best that public input should happen, whether the council should hold public input or the Beard should, noting the council has taken meetings out into the public or after hours to allow for the public to attend. Ms. Braden added it's been a long time since the rates were adjusted and asked if it would be wise to have a periodic review suggesting every two (2) years or so. She noted, with regard to any rate changes, the importance of payment plans if they show financial hardship. She stated overall the council wants to make sure it's all equitable and fair as far as code enforcement. She offered to share her Minutes from the council's public hearing. Ms. Braden stated in addition, at the end of last night's Common Council meeting there were a couple of issues raised with regards to the yard waste program. She noted clarifications need to be made and she wasn't sure if the Board was the appropriate authority to ask for clarification. Mr. Mueller stated as far as code enforcement, he was happy to follow-up with her on behalf of the Mayor's Office and Department of Code Enforcement. He noted in terms of after-hours public meetings, they would need to look at the associated costs. Mr. Mueller suggested Ms. Broden speak to Mr. Eric Horvath, Director of Public Works, in regards to the yard waste program.
