Main St., <br />Maradik/Relos <br />Investments, <br />Public Parking <br />and 117 S. <br />LLC <br />Facilities <br />Williams St. <br />APPROVE PUBLIC ART INSTALLATION — LEADERSHIP CLASS 42 PROJECT TEAM <br />Upon a motion by Ms. Maradik, seconded by Mr. Relos and carried the Board approved the <br />request by the Leadership Class 42 Project Team to apply sprayed -on stencils with QR Codes of — <br />eight (8) to ten (10) rain activated art images created by Trinity School Students on public <br />sidewalks, with the stencils created by the Career Academy students subject to the property <br />owner's approval and image approval by a representative of the City to be appointed by the <br />Board of Works. Mr. Gilot stated the application states the product is visible for two (2) to four <br />(4) months and fades within one (1) year. He added they are requesting to place the art in the <br />Renaissance District and various sites downtown on April 22, 2016, Earth Day. The Board <br />discussed who the representative should be for the City. Mr. Eric Horvath, Director of Public <br />Works, stated it shouldn't be one individual's responsibility to determine what is appropriate art <br />work, suggesting maybe there should be a review committee or board, possibly the Museum of <br />Art. Mr. Gilot agreed, and added they might want to appoint a panel. <br />FAVORABLE RECOMMENDATION - PETITION TO VACATE THE FIRST <br />NORTH/SOUTH ALLEY FROM SAMPLE ST. TO GARST BETWEEN FRANKLIN ST. <br />AND LAFAYETTE BLVD. AND FIRST EAST/WEST ALLEY FROM FRANKLIN ST. TO <br />LAFAYETTE BLVD, BETWEEN SAMPLE ST. AND GARST <br />Mr. Gilot indicated that David Relos, Community Investment, has submitted a request to vacate <br />the above referenced alley on behalf of the City. Mr. Gilot advised the Board is in receipt of <br />favorable recommendations concerning this Vacation Petition from the Area Plan Commission, <br />Police Department, Fire Department, Solid Waste, Community Investment and Engineering. <br />Area Plan stated the vacation would not hinder the growth or orderly development of the unit or <br />neighborhood in which it is located or to which it is contiguous. The vacation would not make <br />access to the lands of the aggrieved person by means of public way difficult or inconvenient. The <br />vacation would not hinder the public's access to a church, school or other public building or <br />place. The vacation would not hinder the use of a public right-of-way by the neighborhood in <br />which it is located or to which it is contiguous. Therefore, Ms. Maradik made a motion <br />recommending approval of the request for vacation. Mr. Relos seconded the motion which <br />carried. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Ms. Maradik, seconded by Mr. Relos and carried, the following traffic <br />control devices were approved: <br />NEW INSTALLATION: Handicapped Accessible Parking Space Sign <br />LOCATION: <br />817 South Albert Avenuc <br />REMARKS: <br />All criteria has been met. <br />NEW INSTALLATION: <br />Handicapped Accessible Parking Space Signs (14 spaces) <br />and Loading Zone (4 spaces) and Removal of Conflicting <br />Parking Regulation Signs <br />LOCATION: <br />North Side of South Street, South Side of Western Ave., <br />and West Side of Lafayette Blvd., adjacent to Four Winds <br />Field <br />REMARKS: <br />The existing 22 handicapped parking spaces in their off- <br />street parking lots will all be maintained. <br />NEW INSTALLATION: No Parking Any Time and Removal of Conflicting Parking <br />Regulation Signs <br />LOCATION: East Side of Lafayette Blvd. between Navarre St. and <br />Bartlett St.; South Side of Riverside Dr. between Lafayette <br />Blvd. and Michigan St. <br />REMARKS: Prohibiting parking will provide safer traffic flow during <br />construction of the roundabouts and other Smart Streets <br />elements. Prohibition to be in effect through duration of <br />
