Davis, Chairperson Utilities Committee I am submitting the following Annual Report of the activities of the Common Council's Utilities Committee which is a requirement of § 2-10 (i) of the South Bend Municipal Code. I apologize for the delay in the filing of this report. Duties: The Utilities Committee is charged with "overseeing the various activities of all enterprise entities including but not limited to the Bureau of Waterworks, Bureau of Sewers and all related entities" pursuant to § 2-10 (i) (10) of the South Bend Municipal Code. Members: There were four (4) Council Members on this Committee, namely: Council Member At Large Al "Buddy" Kiirsits who was the Vice-Chairperson; 4~' District Council Member Ann Puzzello and 3ra District Council Member Thomas LaFountain who served as members and myself who served as Chairperson. Tim Hudak served as a citizen member. Meetings:: There were seven (7) committee meetings held to last year, with one of those being a joint meeting with the Public Works and Property Vacation Committee. Activities: ~ The Utilities Committee was asked to review four (4) primary matters last year, namely: • Proposal to increase the rates for solid waste pick-up due to increased costs for labor, gasoline and tipping fees • Received an update on the Notre Dame Sewer Service Agreement • Proposal of the South Bend Water Works to opt out of the Indiana Utility Regulatory Commission (IURC) • Received an overview of the City's Municipal Utilities where it was noted that: 1. Water demand is down 10% from 2007 demand 2. Water quality is excellent
