I am asking for a motion to <br />continue until the next council meeting to get the answers that we are all looking for. <br />Councilmember Henry Davis, Jr. made a motion to continue substitute bill 22 -15 until July 13th, <br />2015. Councilmember Oliver Davis seconded the motion which did not pass by a roll call vote <br />of two (2) ayes by Councilmember Henry Davis, Jr. and Councilmember Oliver Davis and seven <br />(7) nays. <br />Councilmember Mr. Gavin Ferlic made a motion to send substitute bill 22 -15 to the full Council <br />favorably. Councilmember Dr. Fred Ferlic seconded the motion which carried by a roll call vote <br />of seven (7) ayes and two (2) nays by Councilmember Henry Davis, Jr. and Councilmember <br />Oliver Davis. <br />24 -15 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, AMENDING VARIOUS SECTIONS <br />OF CHAPTER 17, ARTICLE 7, OF THE SOUTH BEND MUNICIPAL <br />CODE TO DECREASE THE SEWER INSURANCE PROGRAM DEDUCTIBLE <br />AND TO MAKE OTHER PROGRAM CHANGES <br />Councilmember Derek Dieter made a motion to continue bill 24 -15 until July 27th, 2015. <br />Councilmember Valerie Schey seconded the motion which carried by a voice vote of eight (8) ayes <br />and one (1) nay by Councilmember Oliver Davis. <br />25 -15 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, AMENDING SECTIONS OF <br />CHAPTER 16, ARTICLES 2 AND 4 OF THE SOUTH BEND MUNICIPAL <br />CODE TO PROVIDE YARD WASTE REMOVAL SOLELY FROM CITY <br />FURNISHED CONTAINERS <br />Councilmember Derek Dieter made a motion to continue bill 25 -15 until July 27th, 2015. <br />Councilmember Mr. Gavin Ferlic seconded the motion which carried by a voice vote of eight (8) <br />ayes and one (1) nay by Councilmember Oliver Davis. <br />26 -15 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, AMENDING CHAPTER 16, <br />SECTIONS 16 -6 AND 16 -8 OF THE SOUTH BEND MUNICIPAL CODE <br />TO ADJUST FEES FOR CITY COLLECTION AND DISPOSAL OF <br />REFUSE (SOLID WASTE) MATERIALS <br />Councilmember Dr. David Varner, Chairperson, Utilities Committee met this afternoon and send <br />bill 26 -15 to the full Council favorably. <br />Presenter: Eric Horvath/Director, Board of Public Works, Offices on the 13' County- City <br />Building — In front of you, is the ordinance regarding solid waste. The last rate increase that we <br />had on solid waste was in August 2008. Since then we had a number of pressures on cost for <br />both personnel salaries, benefits, fuel tipping fees, and replacement of equipment. During the <br />time through 2008 through recent times we had a declining funds balance, which we discussed <br />during the budget procedure at that time. We talked about a 9% increase to keep funds solvent <br />by the end of the year. We have subsequent to that budget meeting, sanctioned a rate study that I <br />provided to you. They did a performance, looking at expenses and revenues as well as projecting <br />that forward in the next couple years with the needs of the department and have come up with a <br />proposed rate ordinance of what you have in front of you today. That rate increase is set forward <br />in the ordinance. I am here to answer any questions that you have today. <br />Councilmember Oliver Davis — You mentioned the report that they gave you. We are all aware <br />of House Bill 10 -01 and the challenges that happened. Are you aware of that with House bill 10- <br />01 the circuit breaker? Eric Horvath replied yes I am. Councilmember Davis continued are you <br />aware that from years 2000 -2015, and now we are waiting on a report from them for the years of <br />2015 -2020 on the current impact of what will happen to the city? In terms of what the state is <br />doing and how that is going to impact the local government. Are you aware of that? Eric <br />Im <br />
