REGULAR MEETING SEPTEMBER 22, 2008 <br /> <br /> <br /> <br />Councilmember Dieter, Chairperson, Community & Economic Development, reported <br />that this committee held a Public Hearing on this bill this afternoon and voted to send it <br />to the full Council with a favorable recommendation. <br /> <br />th <br />Pamela Meyer, Director, Community & Economic Development, 12 Floor County-City <br />Building, South Bend, Indiana, made the presentation for this bill. <br /> <br />Ms. Meyer advised that this bill would allow the transfer of previously appropriated <br />Shelter Plus Care Funds (SPC) from Aids Ministries to Madison Center. She stated that <br />in May of this year the Council approved an appropriation ordinance for the SPC funds <br />from the Department of Housing and Urban Development (HUD) to Aids Ministries and <br />Madison Center. Since that time, Aids Ministries has conveyed to HUD and the City that <br />they will not be in a position to administer these funds. Communication between the City <br />and HUD resulted in discussion with Madison Center. Both the City and HUD concur <br />that Madison Center is the appropriate agency and can manage the program/funds. Ms. <br />Meyer stated that the City serves as the fiscal agent and recipient of the funds for the <br />eligible agencies. SPC funds support housing for the severely mentally ill and homeless <br />population. <br /> <br />A Public Hearing was held on the Resolution at this time. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this Resolution, Councilmember Dieter made a motion to adopt this <br />Resolution. Councilmember Oliver Davis seconded the motion which carried and the <br />Resolution was adopted by a roll call vote of eight (8) ayes and one 1) nay <br />(Councilmember Henry Davis). <br /> <br /> <br />BILLS, FIRST READING <br /> <br /> <br />BILL NO. 61-08 FIRST READING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 2, <br /> ARTICLE 14 OF THE SOUTH BEND <br /> MUNICIPAL CODE TO ESTABLISH A NEW <br /> NONREVERTING, PRIVATE GIFT, DONATION <br /> AND BEQUEST FUND <br /> <br />This bill had first reading. Councilmember Puzzello made a motion to refer this bill to <br />the Personnel & Finance Committee and set it for Public Hearing and Third Reading on <br />October 27, 2008.
