She noted that a Sewer Bond will be issued later this year and no equipment leases paid for by property tax dollars will be issued in 2009. There will be no police, cars, no street equipment, no equipment for other general fund departments unless other funding sources can be identified. Ms. Fanello advised that if the County is unable to collect enough taxes before the end of 2008, they will have to issue another loan to pay off the current loan and borrow additional to carry us through the end of 2008 and beginning of 2009. Ms. Fanello reiterated that this budget is only a baseline and should not be deemed to be the complete actual working budget as adjustments will have to be made for HEA 1001. This being the time heretofore set for the Public Hearing on the above bill, proponents and opponents were given an opportunity to be heard. There being no one present wishing to speak to the Council either in favor of or in opposition to this bill, Councilmember Varner made a motion to continue Bill No. 58-08 in the Council portion and set for Third Reading on October 27, 2008. Councilmember Rouse seconded the motion which carried by a voice vote of nine (9) ayes.
