REGULAR MEETING DECEMBER 9, 2013 <br /> <br /> <br /> <br /> <br />BILL NO. 72-13 PUBLIC HEARING ON A BILL OF THE COMMON <br /> COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br /> APPROPRIATING ADDITIONAL FUNDS FOR <br /> CERTAIN DEPARTMENTAL AND ENTERPRISE <br /> OPERATIONS IN 2013 OF $294,344 FROM SOLID <br /> WASTE FUND (#610), ($84,000) FROM SOLID WASTE <br /> DEPRECIATION FUND (#611), $418,872 FROM <br /> SEWAGE WORKS GENERAL OPERATIONS FUND <br /> (#641), ($418,872) FROM SEWAGE WORKS CAPITAL <br /> FUND (#642), $13 FROM 2006 SEWER BOND FUND <br /> (#645), $63 FROM 2007 SEWER BOND FUND (#647), <br /> $699 FROM CLAY SEWAGE WORKS OPERATIONS <br /> FUND (#650), $113 FROM 2007B SEWER BOND FUND <br /> (#651), $331 FROM 2010 SEWER BOND FUND (#658), <br /> ($2,100,000) FROM 2013 SEWER BOND FUND (#663) <br /> AND $215 FROM 2013 SEWER REFUNDING BOND <br /> FUND (#664) <br /> <br />Councilmember Varner, Chairperson Personnel & Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and sends it to the full Council with a <br />favorable recommendation. <br /> <br />th <br />Mr. Mark Neal, City Controller, 12 Floor County-City Building, 227 W. Jefferson Blvd., South <br />Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Neal advised that for the past several years, it has been the practice of the City of South <br />Bend to request department heads, fiscal staff and city administration to conduct an extensive <br />review of the status of compliance with the adopted city budget and propose necessary <br />adjustments during the middle of the year and at year end. Based on those year-end reviews this <br />bill is submitted for the Council’s favorable approval. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in opposition to <br />this bill, Councilmember Dieter made a motion for favorable recommendation to full Council <br />concerning this bill, Councilmember Oliver Davis seconded the motion which carried by a voice <br />vote of eight (8) ayes. <br /> <br /> <br />BILL NO. 73-13 PUBLIC HEARING ON A BILL OF THE COMMON <br /> COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br /> FOR BUDGET TRANSFERS FOR VARIOUS <br /> DEPARTMENTS WITHIN THE CITY OF SOUTH <br /> BEND, INDIANA FOR THE YEAR 2013 <br /> <br />Councilmember Varner, Chairperson Personnel & Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and sends it to the full Council with a <br />favorable recommendation. <br /> <br />th <br />Mr. Mark Neal, City Controller, 12 Floor County-City Building, 227 W. Based on our year-end review, we are submitting the enclosed ordinance <br />for transfers between various departments and cost categories with the same fund for Council’s <br />consideration.
