Brink & Crofoot (cont'd) page 2 <br />PRELIMINARY SITE PLAN - the site plan as submitted is <br />labeled as preliminary and any recommendations <br />to the City Council must be subject to a final , <br />site plan. <br />AGENCY COMMENTS Mr. Rollin E. Farrand, Director, Department <br />of Public Works, has stated in a memo to the Staff <br />of the Area Plan Commission that City sanitary <br />sewer and water are available to the site, but <br />storm sewers are not and therefore storm water <br />will have to be handled by dry wells in <br />accordance with standard City policy.' Subject ; <br />to these comments, his department has no <br />objections to the rezoning. <br />Mr. William Richardson, County Engineer, has <br />also informed the Staff that an additional five <br />foot right -of -way will be required for <br />Ironwood Road, and any recommendations to the <br />City Council must be subject to the dedication <br />of this additional right -of -way. <br />STAFF COMMENTS - This area has been designated as Low Density <br />Residential on the Land Use and Transportation Plan. <br />The requested zoning and use of the site is obviously <br />not consistent with this Plan. However, this plan <br />was developed by the Area Plan Commission to act <br />as a guide for future growth and development, and <br />its recommendations are of a general nature. In <br />considering the merits of this rezoning request, <br />the following items should be considered: <br />1. There are existing industrial uses and <br />zoning approximately 330 feet North.of the <br />site in South Bend and there are existing <br />commercial uses across Ironwood Drive in <br />Mishawaka. <br />2. Ironwood Drive has very high traffic volumes. <br />3. There are residential uses immediately to <br />the North and West. <br />4. The existing alley is being used for ingress, <br />egress, therefore, limiting the number of <br />curb cuts on Ironwood Drive. <br />5. This vacant site being on Ironwood Drive <br />does not appear to be one that would <br />realistically be developed with new single <br />family houses. <br />
