OCTOBER 15TH, _1952 SPECIAL MEET Mrs. Mayme Dumont Clerk of the Common Council City of South Bend, Indiana Dear Mrs, Dumont* We have your letter of September 29 requesting that local merchants be circularized to correct the situation of, sweeping trash into the streets. You will be interested to know that after long study and consideration we have come to these conclusions on the subject. 1. Merchants do not sweep store waste into the gutters. 2. The trash placed in the gutters is trash originating on the streets. 3. If the streets were cleaned periodically, there would be little or no trash. 4. A realistic. approach to the problem would be for the City of South Bend to clean and flush our streets as is done in other cities (downtown streets are seldom if ever flushed). lye trust vie can have your cooperation in this rmtter. Councilman TA'uszynski seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An Ordinance transferring monies from Sewer Department J -11, X2,000 and J -12, x$5,000 to Sewer Department J -13, $7,000 and from Dog Pound K -11, $400 from Salary of Assistant Pound Master 12 Salary of Pound Master in the published budget for 1952 and declaring an emergency ". Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. W. A. HAHN, Chairman Councilman Glass made a motion that the report be accepted. Councilman Korpal seconded the motion. Motion ca4ried. REPORT OF CITY PLAN COMMISSION To the Common Council City of South Bend, Indiana Gentlemen: Petition for change of zoning of 51 lots in Oliverts Second Addition from residence district 1952� was given public hearing at the regular meeting of the City Plan Comm2s p s As was disclosed at the hearing the objective sought by the property. petitioners Plan rCommission fis no through streets of that area rather than control of the use of the property. to control or to authorize the control of street traffic. Councilman Muszynski seconded the motion. Motion carried. REPORT OF CITY PLAN COMMISSION To the Common Council City of South Behd, Indiana Gentlemen: Petition of George W. Williams, eto al. for change of zoning of Lots No. 60 to 75 inclusive in West End Addition was given public hearing before the City Plan Commission at its regular meeting September 4, 1952. It was brought out in the hearing that the objective sought in this change was the control of the use of two lots on Lawton Street at Fremont Street which are how in industrial use. The owners of these lots did not sign the petition. A change to residence district would not accomplish what they desire in this case. This change is not recommended Yours truly D.
