RESOLUTION <br />{ <br />RESOLUTION RELATING TO THE INSTALLING OF FLASHLIGHT SIGNALS AND AUT9.,TATIC GATES <br />AT THE ARNOLD STREET CROSSING OF THE NEW YORK CENTRAL RAILROAD IN THE CITY OF SOUTH <br />BEND, INDIANA. <br />WHEREAS, members of the Common Council of the City of South Bend recognize the immediate need of adequate crossing <br />protection at the Arnold Street crossing of the New York Central Railroad Company in the City of South Bend,now, <br />therefore, be it resolved by the Common Council of the City of South Bend: <br />SECTION 1. That the Common Council has required by City Ordinance that the New York Central Railroad Company erect <br />and install the approved flashlight signal and automatic gates at the Arnold Street Crossing in view of the immed- <br />date and urgent necessity for such action. <br />SECTION II. That on account of inadequate protection at this crossing, thirteen lives of South Bend citizens have <br />been lost within the past few months, and the many people employed in the various war plants in the City of South <br />Bend are obliged to use this dangerous crossing to go to and from their work at all hours of the day and night. <br />SECTION III. That the War Production Board is hereby requested to give immediate consideration to the allocation of, <br />or authority for the purchase of all necessary materials for this installation to the New York Central Railroad Com- <br />pany, in order that they may comply with the ordinance issued and protect the citizens of South Bend from future <br />loss of-life and serious injuries at tkis hazardous crossing. <br />SECTION ITS.. A %copy of this resolution properly signed by the President of the Common Council and the Mayor of the <br />City of South Bend be delivered to the New York Central Railroad Company, with the request that it become a part of <br />their appeal to the 'gar Production Board for the allocation of, or the authority to purchase the necessery materials <br />for this installation. <br />SECTION V. That this resolution represents the unanimous opinion of the Common Council of the City of South Bend, <br />and further is adopted in answer to numerous petitions with over 2000 signers and appeals from the Safety Division of <br />the Association of Commerce, a number of employee groups of war industries and civic and religious groups in the vic <br />unity of the Arnold Street crossing. <br />Councilman Richardson made a motion to accept the Resolution. Councilman McCarthy seconded the motion. Motion carried <br />Councilman McCarthy presented and made the following Motion: <br />.oved, that the Board of Safety be requested to cooperate with the Procurement Department of the New York Central <br />Railroad Co. in procuring the necessary materials for the immediate erection of approved flasher signals and auto- <br />matic gates at the Arnold Street crossing, by supporting the New York Central Railroad Company's appeal.for these <br />materials by letter and personal contact to the branches of the War Production Board responsible for the allocating <br />df the necessary materials, outlining the urgency of the situation and conv��ng to them the action of the City <br />Council mandating the New York Central Railroad Company, by ordinance, to erectithe necessary signals and automatic <br />gates, and also giving in this letter information as t6-the number of petitions and various groups and agencies who <br />are demanding immediate action for-the safety of our citizens. <br />Councilman Richardson seconded.the motion.
