REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />Aug. 26, 1940 <br />Your Committee of the Whole to whom was referred "An ordinance appropriating monies for the purpose of defraying t <br />expenses of the Policemen's Pension Fund of the City of South Bend, Ind., for the fiscal year beginning January 1, <br />1941 and ending December 31, 1941, including all outstanding claims and obligations, and fixing a time when the sa <br />shall take effect." <br />Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the <br />Council favorably. <br />LEO M. Motion <br />carried. <br />IREPORT OF THE CITY TRAFFIC ENGINEER <br />To the Honorable Common Council, <br />City of South Bend, Indiana <br />Gentlemen:- <br />August 27 -1940 <br />Re: Petition to the Common Council requesting the enactment of an Ordinance prohibiting parking for more that two <br />hours on each of the following streets, between the hours of 8:00 A.M. and 5:00 P.M. except Sundays: <br />Rogers, Longley and Westmore Streets between Goodland and Bendix. Goodland, between Rogers and Westmore. <br />I have investigated the condition in this vicinity and find conditions as stated in the petition. I doubt, however, <br />if establishment of time limit restrictions on these streets is the proper solution to the problem. The enactment <br />of an ordinance and the erection of signs giving notice of the regulation is only part of the procedure in successful <br />legislation and regulation. <br />A certain amount of enforcement of the regulations by the police department is necessary for complete success. We <br />have on file numerous requests and petitions for similar regulations at other locations in the city. <br />For example: Ewing Avenue opposite the Riley High School. Portage Avenue and other Streets in the vicinity of <br />Wards Bakery. Streets in t he vicinity of the Studebaker Corporation, and many streets immediately adjacent to the <br />central business district. <br />
