REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Aug. 26, 1940 Your Committee of the Whole to whom was referred "An ordinance appropriating monies for the purpose of defraying t expenses of the Policemen's Pension Fund of the City of South Bend, Ind., for the fiscal year beginning January 1, 1941 and ending December 31, 1941, including all outstanding claims and obligations, and fixing a time when the sa shall take effect." Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the Council favorably. LEO M. JORDAN, Chairman Councilman Hull made a motion for the adoption of the report. Councilman Pulaski seconded the motion. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council 'of the City of South Bend: Aug. 26, 1940 Your Committee of the Whole to whom was referred "An ordinance appropriating money for the purpose of defraying the expenses of the several departments of the City government of the City of South Bend, Inc., for'the fiscal year beginning January 1, 1941 and ending December 31, 1941, including all outstanding claims and obligations, and fixing a time when the same shall take effect. Respectfully report that they have examined the matter and-.that in their opinion this ordinance appropriating money for the purpose of defraying the expenses of several departments of the City Government for the year of 1941 be approved as amended. IREPORT OF THE CITY TRAFFIC ENGINEER To the Honorable Common Council, City of South Bend, Indiana Gentlemen:- August 27 -1940 Re: Petition to the Common Council requesting the enactment of an Ordinance prohibiting parking for more that two hours on each of the following streets, between the hours of 8:00 A.M. and 5:00 P.M. except Sundays: Rogers, Longley and Westmore Streets between Goodland and Bendix. Goodland, between Rogers and Westmore. I have investigated the condition in this vicinity and find conditions as stated in the petition. I doubt, however, if establishment of time limit restrictions on these streets is the proper solution to the problem. The enactment of an ordinance and the erection of signs giving notice of the regulation is only part of the procedure in successful legislation and regulation. A certain amount of enforcement of the regulations by the police department is necessary for complete success. We have on file numerous requests and petitions for similar regulations at other locations in the city. For example: Ewing Avenue opposite the Riley High School. Portage Avenue and other Streets in the vicinity of Wards Bakery. Streets in t he vicinity of the Studebaker Corporation, and many streets immediately adjacent to the central business district.
