MARCH 13,_1961 the Swank Dry Cleaners Inc., and Leonard Opperman, an officer of Sunshine Cleaners. They have submitted to me information disseminated by their national organization setting out a very serious health and safety problem to the community in reference to said coin - operated drycleaning machines. From their discussion, as well as the examination of the materials submitted, it would be my thinking this Council should make a study in reference to the operation of businesses containing coin - operated drycleaning machines. I' would respectfully call your attention to the fact that it is a matter of controlling the operation rather than prohibition. It would be necessary, from my observation, for an attendant to be present in each building where a coin - operated drycleaning machine is placed. I am making a study of this matter as well as conditions in other parts of the United States and I will, subject to your approval, submit to you a proposed ordinance for the introduction of control of this type of operation. Smith City Attorney Councilman Allen made a motion to accept the report of the City Attorney and that the City Attorney be requested to continue his investigation and that it be left to the discretion of the City Attorney to prepare a proper form of Ordinance to present to the Council. Councilman Krueper seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE TO AMEND AN ORDINANCE ESTABLISHING A FIXED MILEAGE RATE FOR REIMBURSEMENT FOR CITY OFFICIALS AND EMPLOYEES IN THE USE OF PRIVATE CONVEYANCES FOR CITY BUSINESS, TO AMEND ORDINANCE NO. 3977, Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED FAVORABLE. REPORT.OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE, AUTHORIZING THE SALE OF A TRACT OF LAND OWNED BY THE MUNICIPAL CITY OF SOUTH BEND, ST. JOSEPH COUNTY, INDIANA, DESCRIBED AS FOLLOWS: All of the East Washington Street right of way which lies between the East race and the St. Joseph River, subject to air rights and sewer easements, all in the City of South Bend, St. Joseph County, State of Indiana, Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED That Mr. Krueper withdrew his motion to set Ordinance for Public Hearing. Mr. Glass withdrew his second to motion. Mr. Kroll cD nfirmed the above action seconded by Mr. Ladewski. March 13, 1961 /s/ T. W. Lehman, Chairman Councilman Muszynski made a.motion that the report be accepted and placed on file. Councilman Coleman seconded the motion. Motion carried. Councilman Coleman made a motion to withdraw the Ordinance for the sale of Municipally owned land described above. Councilman Ladewski seconded the motion. Motion carried. Ordinance withdrawn.
