(731 ROSE STREET) <br />The Ordinance was given third reading and 'Passed. by a- .roll. call.. vote of'8,ayes, (Councilmen Wise, <br />Zielinski,- Szymkowiak, Reinke, Palmer, Laven, Craven and Allen) 0 nays, 1 absent (Councilman <br />Grounds.) <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE <br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE WATER WORKS OF <br />THE CITY OF SOUTH BEND, INDIANA, AND MIDWEST JANITOR SERVICE <br />AND SUPPLY, INCORPORATED, SOUTH BEND, INDIANA, FOR JANITORIAL <br />SERVICES IN THE SUM OF $5,700.00. <br />The Ordinance was given first reading by title and second reading in full. Councilman Zielinski <br />made a motion that the Ordinance be set for public hearing on April 28, 1969. Councilman Palmer <br />seconded the motion. (PARKING METERS) <br />given first and.6econd reading.Councilmen Wise, Allen and Palmer objected to the -;. <br />f the Ordinance. Councilman Allen objected to the rewriting of an Ordinance <br />small change and which would iftvolve.a great amount of unnecessary expense. <br />explained that the City Attorney, S. J. Crumpacker, thought it was necessary <br />would be involved in a court suit- -the law would be clarified in the Ordinance. <br />made a motion that the Ordinance Ret'7for public hearing on April 28, 1969. <br />Craven <br />seconded the motion. The motion was defeated by 4 ayes, 4 nays and 1 absent. <br />Councilman Allen made a motion that the Ordinance be returned to the Ordinance Committee for <br />study. Councilman Szymkowiak seconded the motion. The motion was defeated by 4 ayes, 4 nays <br />and 1 absent. <br />Councilman Palmer said'we cannot get people downtown by making an increase in the parking fees. <br />Councilman Reinke said he believed an increase in parking meter fees would increase the City <br />revenue, however, he stated that those Councilmen who supported the Parking Garages should <br />support this Ordinance. City Attorney Crumpacker replied that this Ordinance affected only a <br />small amount of meters. Councilman Allen questioned this statement. <br />Councilman Wise said he was opposed because "We told the taxpayers they would not be burdened <br />with the cost of the parking garages and now we turn around and tell them they will have to pay <br />extra for parking at meters." <br />Council President Laven left the chair to take the floor to rebut Councilman Wise. He said the <br />sole reason for raising parking meters was to obtain additional funds to provide service <br />to the bond issues that will have to be obtained. This increase will provide additional revenue. <br />City Engineer Lloyd S. Taylor said the pledge of the additbnal parking meter money must be ready f <br />inclusion in the bond issue prospectus when the bond Ordinance is presented to the Council <br />May 12, 1969. <br />Councilman:Laven-. made a motion that a brief recess be taken. Councilman Reinke seconded the <br />motion. Motion Carried. Time: 10:00 p.m. <br />The meeting of the Common Council reconvened at 10:15 p.m. Council - President Robert 0. Laven <br />presided. Councilman Grounds returned to the meeting. <br />Councilman Reinke made a motion that the Ordinance be referred to the Ordinance Committee for <br />study and set for public hearing, April 28, 1969. Councilman Grour& seconded the motion. Motion <br />carried. 5 Ayes, 4 nays, 0 absent. <br />
