<br />used to purchase a two -way radio for use in the Electrical Department, which will cut down on man power on
<br />certain jobs and the men can be spread around town a little better. The one way radio they now have will
<br />be loaned out to::the Fire Department. Miss Virginia Guthrie: ked if the Fire Department had their own radios
<br />and the answer was yes. Councilman Allen inquired if the need in the Fire Department for this equipment was
<br />the increased hiring of men in the Fire Department. Councilman Zielinski made a motion that the Resolution be adop
<br />by a roll call vote. Councilman Palmer seconded the motion. The Resolution was adopted by a roll call vote
<br />of 8 ayes, (Councilman Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Palmer, and Zielinski)... 0 nays,'1 absent
<br />(Councilman Wise).

<br />RESOLUTION NO. 192 -68
<br />A RESOLUTION FOR AN ADDITIONAL APPROPRIATION
<br />IN ACCOUNT C -212, "POSTAGE ", OF THE OFFICE
<br />OF THE CITY CLERK, IN THE AMOUNT OF $1,000.00
<br />AND THE TRANSFER OF THE SAME FROM ACCOUNT
<br />C -214, "PRINTING, OTHER THAN OFFICE SUPPLIES ",
<br />ALL IN THE SAME CATEGORY, AND WITHIN THE GENERAL
<br />FUND.
<br />WHEREAS, Certain extraordinary conditions have developed since the adoption of the existing annual budget,
<br />so that it is now necessary to appropriate more money than was appropriated in the annual budget for the
<br />various functions of City Government to meet such extraordinary contingencies; and
<br />WHEREAS, Additional funds for Account C -212, "Postage ", are urgently needed by the Office of the City Clerk
<br />to assure its ability to property perform its function and the sum of $1,000.00 is needed forthwith; and
<br />WHEREAS, In another account where it is not presently needed; and more specifically as follows, to wit:
<br />$1,000.00 in Account C -241 designated as
<br />"Printing, Other Than Office Supplies ".
<br />NOW, THEREFORE-, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, That the sum of $1,000.00
<br />be transferred from Account C -241 designated as "Printing, Other Than Office Supplies ", to Account C -212,
<br />designated as "Postage ", both of said accounts being in the same category and all within the General Fund.

<br />This being the time set for public hearing on the above Resolution, proponents and opponents were given
<br />an opportunity to be heard thereon. Mrs. Kathryn L. Blough, City Clerk, explained the extra money was
<br />needed because of the postage rate increase and an increase in the number of notices being sent to persons
<br />who have not paid parking tickets. Councilman Allen made a motion that the Resolution be adopted by a
<br />roll call vote. Councilman Craven seconded the motion. The Resolution was adopted by a roll call vote
<br />of 8 ayes, (Councilmen Laven, Allen, Craven, Reinke, Grounds, Szymkowiak, Palmer, and Zielinski). 0 nays,
<br />1 absent (Councilman Wise).
<br />UNFINISHED BUSINESS
<br />Councilman Janet S. Allen brought to the attention of the Council Members that the Legal Department needs
<br />to_tightea up on the Ordinance concerning tree cutting, City Attorney, Arthur Frisk, said steps have al-
<br />ready been taken regarding the Ordinance that requires property owners to remove dead elatrees from their
<br />property. Councilman Szymkowiak said Fire Station No. 4 needs an exhaust fan in the kitchen, window screens,
<br />at least two showers, and a partition in the living quarters.
<br />NEW BUSINESS
<br />Residents from the Randolph - Sampson St. areaaaked the Members of the Common Council to call the area damaged
<br />by the storm of June 25, 1968, a disaster area. Mr. Charles R. Fenner, 1809 Randolph St., spoke in behalf
<br />of the residents. Councilman Reinke said he would like the City Attorney to declare this a disaster area
<br />and see if anything can be done. He also suggested that City Engineer Mr. Lloyd Taylor investigate the
<br />cause of the flooding and see what can be done. City Attorney, Arthur Frisk, said the city has no authority
<br />to make such a decision but the matter is under investigation. Other residents described the damage done
<br />to the property. Councilman Laven told them that there were other procedures to follow in reporting such
<br />matters such-:as calling the Mayor or the city engineer's office. Mrs. Claude Sedam, 2011 S. Ironwood Drive,
<br />said they came to the council as a last resort because of the results they have had so far.
<br />There being no further business to come before the Council, Councilman Szymkowiak made a motion to adjourn.
<br />Councilman Palmer seconded the motion. Motion carried. Time: 10:30 P.M.
