Councilman Horvath made a motion to suspend the rules and have <br />a public hearing and second reading on the ordinance, seconded by Councilman Parent. Council President Nemeth indicated that the ordinance <br />merely changed the regular meeting time of the Council from 8:00 p.m. to 7:00 p.m. Councilman <br />Parent made a motion to amend the ordinance by capitalizing the word "chambers" in the second line <br />of Section 2 -4, seconded by Councilman Kopczynski. The ordinance passed by a roll call vote of nine ayes (Councilmen Serge, <br />Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn and Nemeth). <br />ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING <br />ORDINANCE NO. 4990 -68, CHAPTER 40 OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, <br />INDIANA, FORMERLY REFERRED TO AS ZONING <br />ORDINANCE NO. 3702, AS AMENDED - 4134 <br />Lincolnway West (Amended). <br />This ordinance had first reading. Councilman Taylor made a motion that the petition and ordinance <br />be referred to the Area Plan Commission, seconded by Councilman Parent. The motion carried. <br />ORDINANCE AN ORDINANCE FOR THE TRANSFER OF FUNDS <br />WITHIN THE MOTOR VEHICLE HIGHWAY BUDGET <br />IN THE AMOUNT OF $4,000.00 BETWEEN VARIOUS <br />ACCOUNTS, ALL ACCOUNTS BEING WITHIN THE <br />MOTOR VEHICLE HIGHWAY BUDGET. <br />This ordinance had first reading. Councilman Kopczynski made a motion that the ordinance be set <br />for public hearing and second reading on August 13, 1973, seconded by Councilman Miller. The mot <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $25,000.00 FROM <br />THE FEDERAL ASSISTANCE GRANT FUND, COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, FOR <br />VARIOUS PUBLIC SAFETY PROGRAMS, TO BE ADMIN- <br />ISTERED BY THE CITY OF SOUTH BEND THROUGH ITS <br />DEPARTMENT OF PUBLIC SAFETY. <br />This ordinance had first reading. The mot <br />carried. <br />PRIVILEGE OF THE FLOOR <br />Mr. Carl Zwierzynski, President of the Local Fire Fighters, indicated that Councilman Miller had <br />previously stated that the addition of 24 policemen would reflect an increase in the budget. He <br />asked about the decrease of 17 men. He stated that the exact number of men was not known.
