2100 <br />D <br />ORDINANCES, FIRST READING (CONTINUED) <br />ORDINANCE AN ORDINANCE AMENDING CHAPTER 6 "BUILDINGS" OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND TO REQUIRE <br />THAT CERTAIN TYPES OF BUILDINGS BE CONSTRUCTED IN SUCH <br />A MANNER THAT THEY ARE ACCESSIBLE TO AND FUNCTIONAL FOR <br />THE PHYSICALLY HANDICAPPED. <br />This Ordinance had first reading. Councilman Parent moved that the ordinance be set for public <br />hearing and second reading on January 8, 1973. Councilman Horvath seconded the motion and it <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF $48,000.00 FROM <br />THE CUMULATIVE SEWER BUILDING AND SINKING FUND FOR <br />PROJECT CS4 -1973 - NORTHEAST STORM SEWER DEVELOPMENT. <br />This Ordinance had first reading. Councilman Horvath moved that the ordinance be set for public <br />hearing and second reading on January 8, 1973. Councilman Taylor seconded the motion and it <br />carried. <br />ORDINANCE NO. 5474 -72 AN ORDINANCE CREATING THE "FEDERAL REVENUE SHARING" <br />FUND ACCEPTING FUNDS FROM THE STATE AND LOCAL ASSISTANCE <br />ACT OF 1972 IN SAID FUND AND APPROVING THE INVESTMENT OF <br />SUCH FUNDS. <br />This ordinance had first reading. Councilman Taylor made a motion that, since revenue sharing is <br />a reality, the rules be suspended and the public hearing and second reading of the ordinance be <br />held at this time. Councilman Parent seconded the motion and it carried unanimously. Mr. James <br />Barcome, City Controller, said that the city's first check for revenue sharing funds has been <br />deposited in the American National Bank. $87,000 was deposited on a 30 day note and $750,000 on <br />a 90 day certificate of deposit. Councilman Parent inquired about the rate of interest being <br />paid and Mr. Barcome said that the 90 day deposit was at the rate of 5 1/8% and the 30 day deposit <br />at 4 7/7 %. A letter was sent to all the banks advising them that the city had deposited..this <br />money in the American National Bank and the next check will be deposited in another bank. <br />Councilman Newburn asked if they had looked into the possibility of investing the money in govern- <br />ment bonds and Mr. Barcome said that they had made inquiries but they felt they would like to <br />deposit the funds locally for now. Councilman Kopczynski made a motion that the ordinance be <br />passed, seconded by Councilman Szymkowiak. The ordinance passed by a roll call vote of nine ayes <br />(Councilmen Serge, Szymkowiak, Miller, Parent, Taylor, Kopczynski, Horvath, Newburn.and Nemeth). <br />Mr. Barcome then said that they would recommend that Items 12H, 12I and 12J be stricken from <br />tonight's agenda as they are not going to request these transfers. Councilman Taylor made a <br />motion that Item 12H, 12I and 12J be stricken from the record, seconded by Councilman Kopczynski <br />and carried. <br />Councilman Taylor asked for clarification on the money appropriated two weeks ago to pay the bond <br />obligation on the parking garages. He said that it had been reported that this money was from <br />parking violation fees but that a story in theopaper had indicated that tax money was being used <br />to pay the bond obligation. Mr. Barcome said that the money was from parking violations and was <br />not tax money. The fines are paid into the General Fund and have to be appropriated in order to <br />make the payment. <br />Councilman Serge said he wanted to compliment the Street Department and Mr. Decker for the fine <br />job they have done. He said, on behalf of his colleagues, he wanted to wish everyone a holy and <br />a happy holiday and a prosperous new year. <br />Councilman Kopczynski said he would like to second the compliment to the Street Department. He <br />said he would also like to see the Municipal Services Facility made a fit place to work in. He <br />said this Administration did not build it but they should put some emphasis on improving the <br />working conditions there. <br />There being no further business, unfinished or new, to come before the Council, Councilman Parent <br />made a- motion to adjourn, seconded by Councilman Kopczynski.
