Northeast Neighborhood Development Area <br />(1) continued... <br />Mr. Lynch noted that in this particular case the right of way exists, however there is no <br />alley. <br />Mr. Meteiver noted that if the City of South Bend were to use the Curb and Sidewalk funds <br />for this project, they would have to notify the residents who are on a waiting list for the Curb <br />and Sidewalk program that their projects are going to be postponed until next year, or the <br />Redevelopment Commission would postpone this project until next year. <br />Upon a motion by Mr. Downes, seconded by Ms. Schey and unanimously carried, the <br />Commission approved Resolution No. 3146 approving and authorizing the execution of an <br />Addendum to the Master Agency Agreement with the Board of Public Works in the amount <br />of $168,922 for the Hill St. Improvements. <br />F. Douglas Road Development Area <br />G. Other <br />(1) Resolution No. 3144 appointing members to the Development Design Review <br />Committee (Dennis Weaver) <br />Mr. Relos noted that the Development Design Review Committee is composed of nine <br />members, five appointed by the Redevelopment Commission and four by virtue of their <br />position (City Engineer, City Building Commissioner, Director of the St. Joseph County <br />Area Plan Commission, and the Director of the Division of Redevelopment). <br />There are three Development Design Areas: South Bend Central, Studebaker Corridor, and <br />the Airport Economic Development Area. The boundaries of the Design Review Areas are <br />the same as the Development Areas as established by the Redevelopment Commission. <br />These areas have design guidelines established by the Commission. Any exterior <br />improvements in these areas need to conform to those guidelines. If improvements are <br />proposed which are not consistent with the guidelines, they are referred to the Review <br />Committee, which can waive the guideline requirements. <br />Staff requests approval of Resolution No. 3144, to allow the appointment of Dennis Weaver, <br />who works for Arkos Design and previously The Troyer Group, and will bring needed <br />expertise in the area of construction cost estimation to the Development Design Review <br />Committee. <br />12 <br />
