REGULAR MEETING <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED <br />JULY 19, 1976 <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. John Stancati, Manager of the Water Works, <br />made the presentation for the ordinance. He said every year they purchase, 3,000 new meters. <br />He said the bid with Badger Meter, Inc., is not the lowest, however, it was their recommendation <br />we take the Badger meters because they are the best. Council Member Kopczynski made a motion <br />to refer this ordinance to Council favorably, seconded by Council Member Taylor. The motion <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $35, 400.00 FROM <br />THE FEDERAL ASSISTANCE GRANT, COMMONLY RE- <br />FERRED TO AS GENERAL REVENUE SHARING, FOR <br />VARIOUS PUBLIC SAFETY PROGRAMS, TO BE ADMIN- <br />ISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DEPARTMENT OF ADMINISTRATION AND FINANCE. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mayor Peter J. Nemeth made the presentation for <br />the ordinance. He said this is a matter relating to downtown development. He said the $35,400 <br />is to be used to continue further advertising for our "City in a Box." He said they were taking <br />advertisements in the WALL STREET JOURNAL and the total cost is approximately $29,000, which make <br />up the greatest bulk of the above figure. He said he would respectfully request favorably con- <br />sideration of this ordinance. Council Member Kopczynski made a motion to refer this ordinance <br />to Council favorably, seconded by Council Member Dombrowski. The motion carried. Council Member <br />Adams asked if some of the $4,000 travel money could be taken from Urban Observatory, which has <br />$4,000 in their budget for downtown development. Mayor Nemeth indicated that the purpose for the <br />travel was that members of the committee could go personally to any one interested in our down- <br />town area. He said as far as Urban Observatory is concerned it is not strictly the City that <br />is involved, there are other departments and universities. Council Member Szymkowiak asked if <br />the Mayor planned to use some of the promotional expense out of his budget. The Mayor indicated <br />that was a possibility. The motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $3,000.00 FROM <br />THE FEDERAL ASSISTANCE GRANT, COMMONLY RE- <br />FERRED TO AS GENERAL REVENUE SHARING, FOR <br />VARIOUS PUBLIC SAFETY PROGRAMS TO BE ADMIN- <br />ISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS FIRE DEPARTMENT. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Rollin Farrand, Director of the Board of <br />Public Works, made the presentation for the ordinance. He said the $3,000 was needed for the <br />repair and replacement of parts needed for the snorkel. He indicated the funds were needed and <br />that he would recommend favorable consideration of this appropriation. <br />Mr. Paul Bognar, 805 W. Washington, asked if the original bidder had fulfilled his obligation, <br />and if all avenues were exhausted to make the original contractor perform. Mr. Farrand said he <br />did not believe that any of this was for straightening out of the snorkle. He said that some of <br />these things should have been included in the orignal contract, but it appears it was properly <br />handled. The people responsible signed off the contract and said the contractor had done his <br />work. Mr. Bognar indicated that we took the low bid thinking we saved $690 and it is costing the <br />City $3,000. Council President Parent said he would like to point out that he wrote a letter to <br />Hill -White and had received a reply. He said he really felt they fulfilled their contract ad- <br />equately. Council Member Kopczynski indicated that Hill -White had bent over backwards in fixing <br />this truck. Council Member Adams said this came about because of a lot of verbal change orders. <br />Council Member Taylor made a motion that this ordinance be referred to the Council favorably, <br />seconded by Council Member Miller. The motion carried. <br />ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN <br />THE CITY LIMITS OF SOUTH BEND, INDIANA, CER- <br />TAIN LAND (18183 and 18163 IRELAND ROAD). <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Rick Morgan, attorney, made the presentation <br />for the ordinance. He introduced the petitioner, Mr. Gary Lueneburg. He said this involved two <br />parcels of land on the north side of Ireland Road. He said they were seeking to have it rezoned <br />to "C" commercial after it has been annexed. He said they plan to build a restaurant in that <br />location. Council Member Parent made a motion that this ordinance be referred to Council favor- <br />ably, seconded by Council Member Taylor. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council Member Taylor <br />made a motion to rise and report to the Council, seconded by Council Member Kopczynski. The <br />motion carried. <br />Council Member Horvath made a motion to recess, seconded by <br />Council Member Parent.
