Council Member Taylor made a motion to set the ordinance for <br />public hearing and second reading on April 27, 1976, seconded by Council Member Horvath. The <br />motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF <br />$2,000,000 FROM THE CUMULATIVE SEWER <br />SINKING AND BUILDING FUND TO PROJECT <br />CS -2, MODEL CITIES SEWER SEPARATION, <br />WITHIN SAID FUND. <br />This ordinance had first reading. Council Member Dombrowski made a motion to set the ordinance <br />for public hearing and second reading on April 27, 1976, seconded by Council Member Dombrowski. <br />The motion carried. <br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. <br />5855 -75 FIXING MAXIMUM SALARIES AND <br />WAGES OF APPOINTED OFFICERS AND <br />EMPLOYEES OF THE CITY OF SOUTH BEND, <br />INDIANA, FOR THE YEAR 1976. <br />This ordinance had first reading. Council Member Adams made a motion to set the ordinance for <br />public hearing and second reading on April 27, 1976, seconded by Council Member Taylor. The moti <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $100,000.00 <br />FROM THE FEDERAL ASSISTANCE GRANT FUND <br />COMMONLY REFERRED TO AS GENERAL REVENUE <br />SHARING TO PROGRAM FA87 GOODWILL INDUSTRIES <br />OF SOUTH BEND THROUGH ITS DEPARTMENT OF <br />HUMAN RESOURCES. <br />This ordinance had first reading. The moti <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $17,000.00 <br />FROM THE FEDERAL ASSISTANCE GRANT, <br />COMMONLY REFERRED TO AS GENERAL REVENUE <br />SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS, <br />TO BE ADMINISTERED BY THE CITY OF SOUTH <br />BEND THROUGH ITS DEPARTMENT OF HUMAN <br />RESOURCES <br />This ordinance had first reading. Council Member Dombrowski made a motion to set the ordinance <br />for public hearing and second reading on April 27, 1976, seconded by Council Member Horvath. The <br />motion carried. <br />PRIVILEGE OF THE FLOOR <br />Mrs. Jane Swan, 2022 Swygart, said there was a consumer's meeting going on in the Public Library <br />this evening on the rate increase for I &M. She discussed the vacation pay for Mr. Stancati, and <br />said this was the type of practice the citizen's wanted stopped in the previous administration. <br />She said that talking about a vacation after three months is ridiculous, and this is the kind of <br />practice that must be stopped to have good government. She also spoke regarding the swimming pool <br />deal and the city employee who was putting in swimming pools on a part -time basis. She asked if <br />anyone knew if this employee was in the Building Department. Council Member Adams said she had <br />asked several questions on this and learned this was not a city employee, it was a county employee) <br />Council Member Kopczynski said he would like to say a couple of words regarding Mr. Stancati's <br />vacation. He said he would like to know if the people are aware of the fact that when a new <br />administration is taking over the reins they spend the month of December getting acclimated to the <br />new job. He indicated that perhaps they should receive some type of compensation. He said public <br />officials put in a lot of time for which they did not get paid. He said he thought that in the <br />interest of a fine city all the public bickering should stop. He said he thought it would be well <br />for the news media to investigate some statements before they get out of hand. He said he has see] <br />Council and public officials slandered and it is a sorry state of affairs. <br />Mr. Jim Caldwell, 1222 Woodlawn,said that as far as John Stancati is concerned this matter came up <br />while he was in Florida, and the information was released that he was in Florida, leaving his hous <br />opened to every burglar in town. He said the paper read "no pay for Stancati "not Stancati will <br />not accept the pay." He said you want good city officials, but you will not pay them. He said <br />Mr. Stancati was made to look like he was a crook. Council Member Adams said she would like to go <br />on record that her question of the pay issue was not against Mr. Stancati. She said Mr. Mullen <br />had told her Mr. Stancati said he would go without pay. She said her only question was whether th <br />City should abide by the ordinance, or disregard what is written. Mr. Caldwell questioned why thi <br />had to be done while Mr. Stancati was out of town. Council Member Adams said this was the time <br />when she had a few hours to draft a release. She indicated a neighbor of Mr. Stancati's had caller <br />her about the fact that the home was now open for burglars, and she had offered to go to Mr. <br />Stancati's home and stay until he returned. Council Member Kopczynski indicated the news media <br />should be very careful what is being done regarding the slandering of public and elected officials <br />Council Member Parent said that occasionally when a new employee has made plans possibly some type <br />of procedure could be established. He said he certainly did not want the impression given Mr. <br />Stancati was acting wrongly. <br />
