REGULAR MEETING - RECONVENED (CONTINUED) <br />Councilman Kopczynski made a motion to set the ordinance referred to in the report for public <br />hearing and second reading on December 15, 1975, seconded by Councilman Taylor. Cook) to zone from "B" Residential, "C" Height and Area, to "C -1" <br />Commercial, "C" Height and Area, property located at 800 East <br />Jefferson, City of South Bend. <br />Gentlemen: <br />The attached rezoning petition of Anchor Sales (James A. Cook) was legally <br />advertised October 11, 1975, and October 18, 1975. The Area Plan Commission gave it <br />a public hearing on October 21, 1975, at which time the following action was taken: <br />"Upon a motion by Joseph Simeri, being seconded by Robert <br />Lehman and carried with John Peddycord abstaining, the petition <br />of Anchor Sales (James A. Cook) to zone from "B" Residential, <br />"C" Height and Area, to "C -1" Commercial, "C" Height and Area, <br />property located at 800 East Jefferson, City of South Bend, is <br />returned to the Common Council with an unfavorable recommenda- <br />tion by the Area Plan Commission." <br />The deliberations of the Area Plan Commission and points considered <br />at the above decision are shown in minutes of the public hearing and will be <br />to you at a later date to be made a part of this report. The motion carried. <br />REPORT FROM THE DIRECTOR OF THE DEPARTMENT OF PUBLIC WORKS <br />Mr. Rollin Farrand, Director of the Department of Public Works, made his quarterly report to the <br />Council. He talked about the soluble oil facility within the Waste Water Treatment Plant. He <br />indicated that the principle users were the O'Brien Corporation, Bendix and A.M. General. He <br />explained that industrial discharges had to be monitored according to the Environmental <br />Protection Agency, and he felt many additional users would avail themselves of the facility. <br />The cost was inexpensive, and there was also a reserve capacity. Mr. Farrand presented slides <br />to the Council showing the operation of the burners, electric control panels and storage tanks. <br />Councilman Kopczynski wondered about the chemical disposed of, and Mr. Farrand indicated that <br />some of the solvents were brought to the facility in pure form. Mr. Michael Vance, Chief Deputy <br />Controller, indicated that Bendix used a jet fuel which would burn at 3,400 degrees. He explaine <br />that the unit would and must be kept cool to prevent melting. Councilman Kopczynski wondered if <br />the energy being produced at the facility could be utilized. Mr. Vance indicated that there had <br />been some discussion on this subject; however, nothing had been definitely decided as yet. <br />Councilman Kopczynski wondered about the utilization of a small steam generator. Mr. Vance <br />indicated that this had been discussed. Councilman Kopczynski wondered if there was anyone withi <br />the department who could make a study concerning this matter, and Mr. Farrand indicated that Dave <br />Wells was a very qualified man who could research the matter; however, time was a problem because <br />of his many other duties. Councilman Kopczynski suggested that a committee be started for the <br />conservation of fuels and energy. Mr. Farrand indicated that the Urban Observatory Program was <br />looking at the matter of energy recovery. Councilman Serge indicated that the slurry seal projec ny <br />were now completed by the city, and he wondered about ma; places° where water was accumulating <br />and becoming stagnant. Mr. Farrand indicated that this matter was being studied on a long -range <br />standpoint. <br />Councilman Szymkowiak made a motion to recess, seconded by Councilman Kopczynski. The motion <br />carried, and the Council recessed at 8:30 p.m. Reconvened at 8:50 p.m. <br />ORDINANCES, SECOND READING <br />ORDINANCE AN ORDINANCE APPROPRIATING $195,000.00 FROM <br />THE FEDERAL ASSISTANCE GRANT COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, <br />FOR VARIOUS FIRE EQUIPMENT, TO BE ADMINISTERED <br />BY THE CITY OF SOUTH BEND THROUGH ITS BUREAU <br />OF FIRE SAFETY. <br />This ordinance had second reading. Councilman Nemeth made a motion to refer the ordinance to the <br />Committee of the Whole, seconded by Councilman Taylor. The motion carried. <br />ORDINANCE NO. 5906 -75 <br />AN ORDINANCE AMENDING SECTIONS 20 -18 AND <br />20 -55, CHAPTER 20, VEHICLES AND TRAFFIC, IN <br />THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, <br />INDIANA, 1971. <br />This ordinance had second reading. Councilman Taylor made a motion to amend the ordinance as <br />amended in the Committee of the Whole, seconded by Councilman Nemeth.
