REGULAR MEETING SEPTEMBER 22f 1975 <br />REGULAR MEETING - RECONVENED (CONTINUED) <br />ORDINANCE (CONTINUED) DEVELOPMENT REVENUE BONDS, AND AUTHORIZING <br />THE EXECUTION THEREOF PERTAINING TO HAMILTON <br />MANUFACTURING AND WAREHOUSE, INC. <br />This ordinance had first reading. Councilman Newburn made a motion to set the ordinance for <br />public hearing and second reading on October 6, 1975, seconded by Councilman Miller. The motion <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $35,000.00 FROM <br />THE FEDERAL ASSISTANCE GRANT COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, <br />FOR VARIOUS PARK DEPARTMENT PROGRAMS, TO <br />BE ADMINISTERED BY THE CITY OF SOUTH BEND <br />THROUGH ITS DEPARTMENT OF PUBLIC PARKS. <br />This ordinance had first reading. Councilman Miller made a motion to set the ordinance for public <br />hearing and second reading on October 6, 1975, seconded by Councilman Horvath. The motion carried <br />PRIVILEGE OF THE FLOOR <br />Miss Fanny Grunwald, 227 Frances Street, again brought up the problem of the pedestrians coming <br />from the east end of Jefferson to downtown and the fencing off of the Civic Center site. She <br />could not understand why a walkway could not be fenced off through the site. Council President <br />Parent indicated that the entire area would be needed from time to time for storage of materials, <br />construction and the movement of heavy equipment. He indicated that, as soon as landscaping was <br />done, a sidewalk would be constructed in order to allow easy access to downtown. Councilman <br />Newburn talked about the liability of the city if any pedestrians should be injured while walking <br />through the construction site. Miss Grunwald indicated that she could not understand this. She <br />felt there would be no safety problem. Council President Parent suggested that an excerpt of the <br />minutes of the meeting be forwarded to show Miss Grunwald's concern for a walkway. <br />Mr. Richard Ludwick, 730 Park Avenue, expressed concern over the delayed move of the Delos House <br />from Bartlett Street to Frances Street. He wondered when the move was actually going to take <br />place. Councilman Serge indicated that the Indiana State Fire Marshall had approved the home and <br />the keys had been given to the Mental Health Center. He indicated that the rent now being paid at <br />Bartlett Street was coming from funds of the Mental Health Center. Council President Parent <br />directed the City Clerk to write Mr. Joseph Stephens of the Mental Health Center asking him to <br />inform the Council on the date Delos House would be moving to its new location. He indicated that <br />the move has taken a great deal more time than anticipated, and he stated that he was glad the <br />program would be moving into his district. Councilman Szymkowiak felt the residents of Bartlett <br />Street should be made to move out of the house within 48 hours. He felt the delay had taken long <br />enough. He recommended that this be done and the move accomplished within 48 hours. He suggested <br />that the Clerk write a letter indicating that this should be done. Council President Parent felt <br />the Council could not force Delos House to move. He felt that the letter should state the Council <br />impatience and urge the relocation as soon as possible. Mrs. Jane Swan, 2022 South Swygart Avenue <br />wondered where the rent money was coming from for Delos House since February when the Council's <br />appropriated funds for the rent had supposedly run out. She questioned the integrity of officials <br />both public and private, concerning circumstances of this kind. Councilman Nemeth suggested that <br />the Mental Health Center be asked to come to the next Council meeting to answer these questions. <br />Councilman Miller indicated that the revenue sharing funds appropriated by the Council were part o: <br />a contract with Mental Health and were merely listed as a line item as a part of an exhibit to the <br />ordinance. He felt that all questions concerning Delos House should be directed to the Mental <br />Health Center. He stated that the Council had very little to do with the program other than pro- <br />vide funds for rent and purchase the property on Frances Street. He indicated that the Council ha( <br />no power or authority over Delos House. Councilman Nemeth felt the question being asked concerninc <br />the rent had not been answered. He felt the Council should write a letter asking that a represen- <br />tative come to the next Council meeting or at least answer the question by way of a letter. Mrs. <br />Swan wondered if it was possible that the Mental Health Center could refuse the building on <br />Frances Street on some grounds, and Council President Parent indicated that that was a possibility <br />Councilman Szymkowiak felt the delay was unnecessary and he again stated that Delos House should bi <br />asked to move out of the Bartlett Street house within 48 hours. Councilman Serge indicated that <br />the residents of Delos House wanted many extras in the home. He indicated that some damage had <br />been done by some of the youths which amounted to between $2,000 and $3,000, because they had not <br />been satisfied with the remodeling that had been done. As a result of this, the keys had been <br />taken away and repair of the damage had taken place. Councilman Miller felt there was misunder- <br />standing on the issue. He wondered why the improvements had not been bid as normal procedure. <br />Councilman Serge indicated that a low bid had been received in the amount of $12,000. Councilman <br />Miller stated that he had understood that the remodeling "had been a botch job on the part of the <br />contractor ". Council President Parent indicated that there have been problems beyond the control <br />of the Mental Health Center. He did not feel that the integrity of the Council should be question <br />because the move had not been accomplished as yet. He indicated that perhaps representatives of <br />the Northern Indiana Drug Abuse Services and Mental Health should come to the next Council meeting <br />NEW BUSINESS <br />Councilman Nemeth made a motion to reschedule the Council meetings in October to the 6th and 20th, <br />seconded by Councilman Horvath. The motion carried. <br />Council President Parent indicated that the Board of Public'Works had passed a resolution <br />regarding the sale of real estate at 1033 Georgiana and 920 South Franklin Street. He stated that <br />if there was objection to the sale, the Council would have to notify the Board of Public Works. <br />There appeared to be no objection on the part of the Council to the sale of the property. <br />Councilman Miller felt the Council should proceed with the naming of the members to the newly - <br />created Civic Center Board of Managers. He indicated that it was generally the feeling that the <br />present Civic Center Building Authority members should continue for at least one term on the Board <br />of Managers. He wondered if the Board of Managers could approve the leases on October 6th. Mr. <br />Richard Hunt, Deputy Controller, indicated that the lease in question was the lease between the <br />city and the authority. He felt, if the list of members could be prepared and the individuals <br />appointed, it would tie up the loose ends, but he felt it was not necessary for State Board <br />
