RFGTTT,AR M= NCz_ <br />REGULAR MEETING RECONVENED (CONTINUED) <br />ORDINANCE (CONTINUED) CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL <br />YEAR BEGINNING JANUARY 1, 1975, AND ENDING <br />DECEMBER 31, 1975, INCLUDING ALL OUTSTANDING <br />CLAIMS AND OBLIGATIONS, AND FIXING A TIME <br />WHEN THE SAME SHALL TAKE EFFECT. <br />This ordinance had first reading. Councilman Parent made a motion to refer the ordinance to the <br />Finance Committee, seconded by Councilman Taylor. The motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING ALL PARKING <br />METER FEES AND FUNDS FOR THE YEAR 1975 <br />TO THE BOARD OF PUBLIC WORKS OF THE CIVIL <br />CITY OF SOUTH BEND, INDIANA, FOR THE USES <br />AND PURPOSES SET FORTH THEREIN, IN ACCORDANCE <br />WITH CHAPTER 208 OF THE ACTS OF THE GENERAL <br />ASSEMBLY OF THE STATE OF INDIANA OF 1965. <br />This ordinance had first reading. Councilman Taylor made a motion to refer the ordinance to the <br />Finance Committee, seconded by Councilman Parent. The motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING ALL PARKING <br />GARAGE FEES AND FUNDS FOR THE YEAR 1975 <br />TO THE BOARD OF PUBLIC WORKS OF THE CIVIL <br />CITY OF SOUTH BEND, INDIANA, FOR THE USES <br />AND PURPOSES SET FORTH THEREIN, IN ACCORDANCE <br />WITH CHAPTER 190 OF THE ACTS OF THE GENERAL <br />ASSEMBLY OF THE STATE OF INDIANA OF 1955. <br />This ordinance had first reading. Councilman Horvath made a motion to refer the ordinance to the <br />Finance Committee, seconded by Councilman Kopczynski. The motion carried. <br />PRIVILEGE OF THE FLOOR <br />Miss Virginia Guthrie, Consultant and member of the Board of Directors of the Civic Planning <br />Association, stated that, again, the administration had advertised the budget and tax rate before <br />it was submitted to the Council. Council President Nemeth stated that this had been done by <br />mutual agreement. Miss Guthrie wondered about the possibility of the Council making changes in <br />the ordinances' prior to the first reading. Council President Nemeth stated that, if the Mayor <br />does not increase the budget, the Council cannot <br />UNFINISHED BUSINESS <br />Councilman Serge again brought up the subject of the possibility of erecting guardrails on Portage <br />Avenue between Ribourde Drive and Boland Drive. It was indicated that the Board of Public Works <br />had previously received his request. <br />Councilman Kopczynski wondered when the report would be available from the special committee on <br />Governmental Procedure regarding the Chippewa- Michigan rezoning. Councilman Parent, chairman of <br />that committee, stated that he hoped the matter could be accomplished after the budget hearings. <br />NEW BUSINESS <br />Councilman Taylor made a motion to have a regular Council meeting on Monday, September 16, 1974, a- <br />7:00 p.m.., seconded by Councilman Kopczynski. The motion carried. <br />Miss Virginia Guthrie, Secretary of the Crime Commission, requested that the Council appoint some- <br />one to fill the unexpired term of Dean Johnson, due to his recent death, as soon as possible. <br />Council President Nemeth indicated that this would be done soon. <br />There being no further business, unfinished or new, to come before the Council, Councilman <br />Kopczynski made a motion to adjourn, seconded by Councilman Taylor.
