Secretary Wax asked the degree of confidence that this <br />will be the last extension and Mr. Glavich stated, his confidence in the <br />project remains high (approximately 95–100%), with expectations to <br />proceed with a notice to commencement at an upcoming RDC meeting. <br /> <br />Upon a motion by Eli Wax for approval, seconded by Gillian Shaw, the <br />motion carried unanimously; the Commission approved the Amendment <br />as presented on May 28, 2026. <br /> <br />B. River West, River East, South Side, Douglas Road, River East Residential <br />Areas <br />1. Budget Request (Professional Services TIF District Management) <br />Joseph Molnar, Deputy Director of Community Investment, presented a <br />budget request to fund professional services supporting TIF district <br />operations. These services include required state reporting, tax analysis, <br />legal support, and bond-related work, as well as assistance with complex <br />forgivable loan processes. Historically funded through the general fund, <br />these costs would instead be covered by TIF districts. The request totals <br />$350,000 across five districts to ensure resources are available for <br />ongoing and future TIF-related needs. <br /> <br />• River West $100,000 <br />• River East $100,000 <br />• River East Residential $50,000 <br />• South Side $50,000 <br />• Douglas Road $50,000 <br /> <br />Commissioners Gooden-Rodgers and Shaw asked does this funding <br />designates specific contractors or fixed costs? It establishes a funding pool to cover professional service <br />expenses as they arise (e.g., legal, tax, and reporting), with firms like <br />Barnes & Thornburg and Baker Tilly used as needed. Costs vary by <br />project complexity. The funds are expected to last at least 12 months— <br />likely into 2027—with expenses tracked and allocated by TIF district. <br /> <br />Secretary Wax requested an SOP and accountability processes put in <br />place and Mr. Molnar also stated that staff could provide quarterly <br />updates to the Commission. <br />
