I'_E; <br />REGULAR MEETING NOVEMBER 9, 1981 <br />BILL NO. 119 -81 A BILL APPROPRIATING $16,593.00 FROM THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUND FOR THE SUPPORT OF A <br />NEIGHBORHOOD YOUTH INVOLVEMENT ACTIVITY TO BE ADMINISTERED <br />BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY <br />DEVELOPMENT AND THE CITY OF SOUTH BEND YOUTH SERVICE BUREAU. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Colleen Rosenfeld, Director of <br />Community Development, made the presentation for the bill. She indicated this money <br />would be used to provide a Neighborhood Youth Involvement Activity through a neighborhood <br />association in a strategy area. Richard Pheil, 1203 Avondale, indicated that Special <br />Transportation Services, may not be receiving any funding through Community Development. <br />He indicated this appropriation was not necessary, and these funds could be used to <br />assist Special Transportation Services. Chairman Voorde indicated this subject should <br />be discussed under privilege of the floor. Council Member Serge made a motion to <br />recommend this bill to the Council favorable, seconded by Council Member Beck. The <br />motion carried. <br />BILL NO. 120 -81 A BILL REQUESTING VACATION OF VARIOUS PUBLIC RIGHT -OF -WAY. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Ann Klata, Deputy Director of Redevelo <br />made the presentation for the bill. She indicated the bill should be amended, by <br />accepting a substitute bill filed with the City Clerk. Council Member McGann made a <br />motion to accept the substitute bill, seconded by Council Member Dombrowski. The <br />motion carried. Ann Klata indicated this these vacations are in the Monroe - Sample <br />Development Area. She indicated this would allow Redevelopment to sell lthe property <br />in a larger parcel. Council Member Szymkowiak made a motion to recommend this bill <br />to the Council favorable, seconded by Council Member Beck. The motion carried. <br />BILL NO. 121 -81 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA AMENDING VARIOUS SECTIONS OF CHAPTER 4 OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, COMMONLY KNOWN AS <br />LICENSES. <br />Now is the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Council Member Crone indicated this <br />bill should be amended by accepting a substitute bill filed with the City Clerk. <br />Council Member Dombrowski made a motion to accept the substitute bill filed with the <br />City Clerk, seconded by Council Member Zielinski. The motion carried. Carolyn Pfotenha <br />Deputy City Attorney, indicated this bill represented a great deal of work. She <br />indicated it would serve to consolidate a number of licensing procedures. She indicated <br />this would also assist in the recodification effort. Council Member Dombrowski made <br />a motion to recommended this bill to the Council favorable, as amended, seconded by <br />Council Member Szymkowiak. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council <br />Member Taylor made a motion to rise and report to the Council, seconded by Council <br />Member Dombrowski. The motion carried. <br />ATTEST: <br />City Clerk <br />REGULAR MEETING RECONVENED <br />Ammpcm. <br />Be it remembered that the Common Council of the City of South Bend reconvened in the <br />Council Chambers on the fourth floor of the County -City Building at 8:35 p.m. Council <br />President McGann presiding and nine members present. <br />Council Member McGann made a motion to recess for ten minutes, seconded by Council <br />Member Dombrowski. The motion carried and the meeting was recessed at 8:25 p.m., and <br />reconvened at 9:00 p.m. <br />BILLS, SECOND READING <br />ORDINANCE NO. 6988 -81 AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, <br />AS AMENDED, COMMONLY KNOWN AS THE ZONING <br />ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA <br />(CHAPTER 21, MUNICIPAL CODE) (807 E. JEFFERSON.) <br />This bill had second reading. Council member Taylor made a motion to amend -the bill, <br />as amended in the Committee of the Whole, seconded by Council Member Beck. The motion <br />carried. Council Member Taylor made a motion to pass the bill, as amended, seconded <br />by Council Member Beck. The bill passed by a roll call vote of nine ayes. <br />BILL NO. 122 -81 A BILL TO VACATE SUNNYMEDE AVENUE FROM THE EAST RIGHT -OF -WAY <br />LINE OF 35TH STREET EAST, FOR A DISTANCE OF 114' (ONE HUNDRED <br />FOURTEEN FEET), ALL BEING IN FERNWOOD ADDITION TO CITY OF <br />SOUTH BEND, ST. JOSEPH COUNTY, INDIANA. <br />Council Member Taylor made a motion to continue this bill to November 23, 1981, seconded <br />by Council Member Dombrowski.
