Ernest Szarwark, attorney <br />representing Molded Plastics, indicated this proposed bond issue would be used to <br />purchase machinery and equipment. He indicated that nine new jobs will be created. <br />Council Member Szykowiak made a motion to adopt this resolution, seconded by Council <br />Member Dombrowski. The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 901 -81 <br />AN INDUCEMENT RESOLUTION RELATING TO THE FINANCING OF POL- <br />LUTION CONTROL FACILITIES FOR WASTE MANAGEMENT, INC. <br />At the present time here is insufficient abatement or control of pollution in <br />and near the City of South Bend, Indiana (the "City "). The health and general wel- <br />fare of the persons residing in and near the City would be benefitted by the acquisi- <br />tion and construction of pollution control facilities pursuant to the provisions of <br />Indiana Code 18 -6 -4.5 (the "Act "). Waste Management, Inc. (the "Company ") proposes <br />to acquire and construct pollution control facilities, as defined in the Act, if the <br />City will finance costs of such pollution control facilities pursuant to the Act. <br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />Section 1. The proposed project constitutes pollution control facilities which <br />may be financed by the City through the issuance of revenue bonds pursuant to the <br />Act, and the City is willing, upon compliance with all provisions of Indiana law, to <br />authorize the issuance of its revenue bonds in an amount of approximately $6,000,000 <br />(or such lesser amount as may be agreed upon), which bonds will not be general obli- <br />gations of the City but will be payable solely from the imited sources authorized and <br />permitted by the Act. <br />Section 2. The proposed financing will be of benefit to the health and general <br />welfare of the persons residing in and near the City and will comply with the pur- <br />poses and provisions of the Act. <br />Section 3. The Company may proceed with acquisition and construction of the <br />pollution control facilities in reliance upon this resolution. <br />Section 4. This inducement resolution shall be in full force and effect from <br />and after its passage by the Common Council and its approval by the Mayor. <br />/s /Lewis A. Kevin Butler, attorney <br />representing Waste Management, Inc., indicated this proposed bond issue of $6,000,000 <br />would be used to build the sanitary landfill on Shively Road. He indiated this would <br />be the first pollution control bond issue in the County. Council Member Szymkowiak <br />made a motion to adopt this resolution, seconded by Council Member Beck. The resolu- <br />tion was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 902 -81 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT AN APPLICA- <br />TION FOR AN ECONOMIC DEVELOPMENT GRANT, UNDER THE STATE <br />DEPARTMENT OF COMMERCE ECONOMIC DEVELOPMENT GRANTS PROGRAM, <br />THROUGH THE INDIANA STATE DEPARTMENT OF COMMERCE. <br />WHEREAS, the City of South Bend, acting through the office of the Mayor and <br />Common Council, has aggressively and successfully sought out to improve South Bend's <br />economic by initiating and supporting economic development projects which increase <br />the City's tax base, job opportunities, and local incomes; and <br />WHEREAS, The City of South Bend, acting through the office of the Mayor and <br />Common Council, has aggressively and successfully sought out state assistance to <br />support local efforts and to supplement local resources; and <br />WHEREAS, the purposes of the State Depatment of Commerce Economic Development <br />Grants Program is to strengthen the local economic development activities to provide <br />greater employment for Indiana communities; and <br />WHEREAS, the City of South Bend would like to implement a development packaging <br />and job targeting mechanism to be utilized principally in economic development activ- <br />ities that have a substantial potential for job creation; and <br />
