I Z' 3 <br />REGULAR MEETING JULY 13, 1981 <br />BILL NO. 62 -81 A BILL APPROPRIATING $500,000.00 FROM THE CUMULATIVE SEWER <br />BUILDING AND SINKING FUND TO PROJECT CS 811, OLD CLEVELAND <br />ROAD SANITARY SEWER, WITHIN THE CUMULATIVE SEWER BUILDING <br />AND SINKING FUND. <br />This being the time heretofore set for public hearing.on the above bill, proponents <br />and opponents were given an opportunity to be heard. John Leszczynski, Director of <br />Public Works, made the presentation for the bill. He indicated this appropriation <br />would be used for the Old Cleveland Road Sanitary Sewer Project. He indicated that <br />the sewer system would be built along Old Cleveland Road from Bendix Drive to U.S. 31. <br />He said the purpose of this project is to provide sanitary sewer service to the newly <br />annexed area north of the Michiana Regional Airport, which is a requirement of the <br />annexation. Council Member Szymkowiak made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Beck. The motion carried. <br />BILL NO. 63 -81 A BILL OF THE CITY -OF SOUTH BEND SETTING FEES CHARGED BY THE <br />SOUTH BEND POLICE DEPARTMENT FOR CERTAIN SERVICES. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Eugenia Schwartz, assistant City <br />Attorney, made the presentation for the bill. She indicated that the Board of Public <br />Safety approved the schedule.of fees to be charged for certain services, information <br />and documents supplied to non - governmental agencies. She indicated this bill adopts <br />that fee schedule. Council President McGann made a motion to amend the bill, by re- <br />moving-gun permits, seconded by Council Member Crone. Council Member Serge made a <br />motion to recommend this bill to the Council favorable, as amended, seconded by Coun- <br />cil Member Beck. The motion carried. <br />BILL NO. 64 -81 A BILL APPROPRIATING $285,000 FROM THE WATER WORKS GENERAL <br />FUND FOR CONTRACTUAL SERVICES BY CONVERSE /TEN -ECH AND AP- <br />PROVING THE AWARD OF CONTRACTS AND EXPENDITURES FOR SERVICES <br />BY CONVERSE TEN -ECH. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Michael Vance, Director of Util- <br />ities, made the presentation for the bill. He indicated this bill provides for two <br />contracts; Agreement 1 entails works performed from April 29, 1980 to May 31, 1981, <br />which included qualitative identification of contamination, hydrogeotechnical survey <br />of ground water, monitoring of ground water, design and bidding of corrective action <br />program. He indicated Agreement 2, was for services starting June 1, 1981, and will <br />be completed at a time when the well field is sufficiently cleaned up as to put it <br />into service. Council Member Szymkowiak made a motion to recommend this bill to the <br />Council favorable, seconded by Council Member Beck. Council Member Crone made a mo- <br />tion to amend the bill in the title to indicated an appropriation of $282,289.14, and <br />in Section II, and change the amount in Agreement No. 2 to $112,184.97, seconded by <br />Council Member Beck. The motion carried. The motion for favorable recommendation <br />carried. <br />There being no further business to come <br />Member McGann made a motion to rise and <br />Member Dombrowski. Council Member Voorde made a motion to pass this bill, <br />seconded by Council Member Dombrowski. The bill passed by a roll call vote of seven <br />ayes and two nays (Council Members Serge and Szymkowiak.) <br />ORDINANCE NO. 6937 -81 <br />AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, <br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH <br />BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) (2501 MISHAWAKA <br />AVE.) <br />This bill had second reading. Council Member Serge made a motion to pass this bill, <br />seconded by CouncilMember Taylor. The bill passed by a roll call vote of nine ayes. <br />
