REGULAR MEETING JANUARY 12, 1981 <br />REGULAR MEETING RECONVENED (CONTINUED <br />RESOLUTION NO. 849 -81 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT AN APPLICA- <br />TION FOR TECHNICAL ASSISTANCE TO THE ECONOMIC DEVELOPMENT <br />ADMINISTRATION, U.S. DEPARTMENT OF COMMERCE, UNDER THE <br />PUBLIC WORKS AND ECONOMIC DEVELOPMENT ACT OF 1980. <br />WHEREAS, the City of South Bend, acting through the Office of the Mayor and the <br />Common Council, has aggressively and successfully sought to improve South Bend's <br />economy by initiating and supporting economic development projects which increase <br />theCity's tax base, job opportunities, and local incomes; and <br />WHEREAS, the City of South Bend, acting through the Office of the Mayor and Common <br />Council, has aggressively and successfuly sought out federal assistance to support local <br />efforts and to supplement local resources; and <br />WHEREAS, the Economic Development Administration has provided substantial support <br />to local economic development and public works projects; and <br />WHEREAS, the City of South Bend wishes to undertake a major economic development <br />effort in reindustrializing the Studebaker Corridor; and <br />WHEREAS, the Mayor is the Chief Executive Officer of the City, and is the applicant <br />for a Technical Assistance Grant from the Economic Development Admistration. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana: <br />SECTION I. Hereby establishes the authority of the Mayor to submit an application <br />for funds in the amountof Seventy -Five Thousand Dollars ($75,000.00) to Economic Develop- <br />ment Administration for technical assistance funds. <br />SECTION II. Hereby designates the Department of Redevelopment as the Administrative <br />Agent for the program. <br />SECTION III. This resolution shall be in full force and effect from and after its <br />adoption by the Common Council and approval by the Mayor. <br />/s /Lewis A. Patrick McMahon, Director of <br />Redevelopment, indicated this grant was in the amount of $75,000, and if received would <br />be used with $25,000 of Community Development funds to fund a feasibility study for the <br />revitalization of the Studebaker Corridor. James Cronk, 702 E. LaSalle, asked what the <br />Studebaker Corridor was and what the feasibility study would be used for. Mr. McMahon <br />described the area. Mr. Cronk indicated he felt that too much money has already been <br />spent in that area. Council Member Voorde made a motion to adopt the resolution, <br />seconded by Council Member Dombrowski. The resolution was adopted by a roll call vote <br />of nine ayes. <br />RESOLUTION NO. 850 -81 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND DESIGNATING CERTAIN AREAS WITHIN THE CITY COMMONLY <br />KNOWN AS 525 SOUTH TAYLOR STREET AS AN URBAN DEVELOPMENT <br />AREA FOR PURPOSES OF TAX ABATEMENT CONSIDERATION. <br />WHEREAS, a petition for real property tax abatement consideration has been filed <br />with the Common Council of the City of South Bend pursuant to Section 2076(a) of the <br />Municipal Code requesting that the area commonly known as 525 South Taylor Street <br />and which more particularly described by a line drawn as follows: <br />Lots Numbered Three (3) and Four (4) as shown on the recorded Plat of <br />Touhey and Hagerty's Subdivision of BAnk Out Lot Numbered Fifty -nine <br />(59) of the First Plat of Out Lots of the Town, now City of South Bend, <br />platted by the State Bank of Indiana <br />be designated as an Urban Development Area under the provisions of Indiana Code 6- 1.1 -11. <br />1 -1 and that the public utility and benefit of the project be determined; and <br />WHEREAS, the Redevelopment Commission has conducted an investigation pursuant to <br />Section 2 -77 of the Municipal Code and prepared a report determining that the area <br />qualifies as an Urban Development Area under Indiana Code 6- 1.1- 12.1 -1 and has further <br />prepared maps and plats showing the boundaries and such other information as required <br />by law of the area in questions; and <br />WHEREAS, the Human Resources and Economic Development Committee of the Common <br />Council has reviewed said report and recommended to the Common Council that the area <br />qualifies as an Urban Development Area. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. That the Common Council hereby accepts the report and recommendation <br />of the Human Resources and Economic Development Committee that the area herein described <br />be designated an Urban Development Area and hereby adopts a resolution designating this <br />area as an Urban Development Area for purposes of real property Tax Abatement. <br />SECTION II. That the Common Council requests the City Clerk to submit this <br />Resolution along with supporting data to the Area Plan Commission for its written order <br />approving and disapproving this resolution. <br />
