REGULAR MEETING JANUARY 12, 1981 REGULAR MEETING RECONVENED (CONTINUED RESOLUTION NO. 849 -81 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT AN APPLICA- TION FOR TECHNICAL ASSISTANCE TO THE ECONOMIC DEVELOPMENT ADMINISTRATION, U.S. DEPARTMENT OF COMMERCE, UNDER THE PUBLIC WORKS AND ECONOMIC DEVELOPMENT ACT OF 1980. WHEREAS, the City of South Bend, acting through the Office of the Mayor and the Common Council, has aggressively and successfully sought to improve South Bend's economy by initiating and supporting economic development projects which increase theCity's tax base, job opportunities, and local incomes; and WHEREAS, the City of South Bend, acting through the Office of the Mayor and Common Council, has aggressively and successfuly sought out federal assistance to support local efforts and to supplement local resources; and WHEREAS, the Economic Development Administration has provided substantial support to local economic development and public works projects; and WHEREAS, the City of South Bend wishes to undertake a major economic development effort in reindustrializing the Studebaker Corridor; and WHEREAS, the Mayor is the Chief Executive Officer of the City, and is the applicant for a Technical Assistance Grant from the Economic Development Admistration. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana: SECTION I. Hereby establishes the authority of the Mayor to submit an application for funds in the amountof Seventy -Five Thousand Dollars ($75,000.00) to Economic Develop- ment Administration for technical assistance funds. SECTION II. Hereby designates the Department of Redevelopment as the Administrative Agent for the program. SECTION III. This resolution shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. /s /Lewis A. McGann Member of the Common Council A public hearing was held on the resolution at this time. Patrick McMahon, Director of Redevelopment, indicated this grant was in the amount of $75,000, and if received would be used with $25,000 of Community Development funds to fund a feasibility study for the revitalization of the Studebaker Corridor. James Cronk, 702 E. LaSalle, asked what the Studebaker Corridor was and what the feasibility study would be used for. Mr. McMahon described the area. Mr. Cronk indicated he felt that too much money has already been spent in that area. Council Member Voorde made a motion to adopt the resolution, seconded by Council Member Dombrowski. The resolution was adopted by a roll call vote of nine ayes. RESOLUTION NO. 850 -81 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND DESIGNATING CERTAIN AREAS WITHIN THE CITY COMMONLY KNOWN AS 525 SOUTH TAYLOR STREET AS AN URBAN DEVELOPMENT AREA FOR PURPOSES OF TAX ABATEMENT CONSIDERATION. WHEREAS, a petition for real property tax abatement consideration has been filed with the Common Council of the City of South Bend pursuant to Section 2076(a) of the Municipal Code requesting that the area commonly known as 525 South Taylor Street and which more particularly described by a line drawn as follows: Lots Numbered Three (3) and Four (4) as shown on the recorded Plat of Touhey and Hagerty's Subdivision of BAnk Out Lot Numbered Fifty -nine (59) of the First Plat of Out Lots of the Town, now City of South Bend, platted by the State Bank of Indiana be designated as an Urban Development Area under the provisions of Indiana Code 6- 1.1 -11. 1 -1 and that the public utility and benefit of the project be determined; and WHEREAS, the Redevelopment Commission has conducted an investigation pursuant to Section 2 -77 of the Municipal Code and prepared a report determining that the area qualifies as an Urban Development Area under Indiana Code 6- 1.1- 12.1 -1 and has further prepared maps and plats showing the boundaries and such other information as required by law of the area in questions; and WHEREAS, the Human Resources and Economic Development Committee of the Common Council has reviewed said report and recommended to the Common Council that the area qualifies as an Urban Development Area. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. That the Common Council hereby accepts the report and recommendation of the Human Resources and Economic Development Committee that the area herein described be designated an Urban Development Area and hereby adopts a resolution designating this area as an Urban Development Area for purposes of real property Tax Abatement. SECTION II. That the Common Council requests the City Clerk to submit this Resolution along with supporting data to the Area Plan Commission for its written order approving and disapproving this resolution.
