�LUL_Y_2 8 19 8 6 <br />Cekanski - Farrand, Council attorney would make the presentation for the police and <br />fire salaries, and Michael Vance, controller, would make the presentation for the <br />Teamsters and non -union employees. He indicated that the Wage Committee would <br />request the Council's favorable consideration on their recommendations. Kathy <br />Cekanski Farrand indicated there was a substitute Bill 73 -86 setting salaries for a <br />two year period for the firefighters. Council Member Barcome made a motion to <br />accept the substitute bill on file with the City Clerk, seconded by Council Member <br />Taylor. The motion carried. She indicated this bill received a unanimous <br />recommendation for the Wage Committee, the Council's Personnel and Finance <br />Committee, as well as the firefighters. She indicated the Wage Committee felt this <br />bill meets the goals the City Council requested. She outlined the firefighters <br />salaries and indicated that the fire chief, assistant chiefs and battalion chiefs <br />would receive the same increase as the rank and file. She indicated that Bill No. <br />74 -86 was a three year contract for the police department. She indicated that the <br />wage committee was recommending this by a three member vote, with one abstention. <br />She asked that the substitute bill be amended to strike the "and" in the title <br />between 1987 and 1988, and place it immediately proceeding 1989. Council Member <br />Barcome made a motion to accept the substitute bill as well as the amendment, <br />seconded by Council Member Taylor. The motion carried. She then explained the <br />contract. She indicated that if this contract is not ratified the acceptance bonus <br />would not be paid for either 1987 or 1988. She indicated that what the Committee <br />was proposing was fair and represented the overall goals. Council Member Taylor <br />made a motion to amend the bill further in the third paragraph add 1989; page 3, <br />Section 4, sub - sections a & b add 1989; Section ii (a) add 1989, seconded by Council <br />Member Beck. The motion carried. Michael Vance Controller, indicated the <br />substitute Bill No. 75 -86 should be amended on page 8 by changing the salary of the <br />Manager of Sec. and Clerical Services to $22,651 in 1987 and $22,951 in 1988; on <br />page 9, Chief Deputy Clerk $20,645 in 1987 and $21,677 in 1989, Deputy Clerk $16,500 <br />in 1987 and $17,325 in 1989; on page 11, Section 7, it should read "In the Event <br />that a Local Option Income Tax becomes effective and tax income from that Local <br />Option Income Tax is received by the City of south Bend in its General Fund in 1988 <br />or 1989, the annual maximum salaries and wages rates for the job classifications <br />listed in Section I shall be increased by $2% from the amount listed for that year. <br />Council Member Beck made a motion to accept the substitute bill and the amendments, <br />seconded by Council Member Barcome. The motion carried. Mr. Vance indicated <br />non -union personnel have a two year agreement and Teamsters have a three year <br />agreement. He indicated they have decreased paid time off in the area of sick time, <br />holidays and vacations. He indicated the agreement was enhanced by by accident and <br />sickness indemnity and long term disability. Corey Stein, 1233 S. 29th, spoke <br />against the Teamsters increase. George Herendeen, attorney for the FOP, spoke <br />against Bill No. 74 -86. Joseph Guenert, 3510 Corby, spoke against Bill No. 74 -86. <br />Council Member Barcome indicated the Council felt that the Negotiating Team had done <br />a great job. Council Member Beck made a motion to recommend Bill No. 73 -86 to the <br />Council favorable, as amended, seconded by Council Member Taylor. The motion <br />carried. Council Member Beck made a motion to recommend Bill No. 74 -86 to the <br />Council favorable, as amended, seconded by Council Member Zakrzewski. The motion <br />carried. Council Member Beck made a motion to recommend Bill No. 75 -86 to the <br />Council favorable, as amended, seconded by Council Member Taylor.
