Council Member Taylor made a <br />motion to recommend this bill to the Council favorable, as amended, seconded by <br />Council Member Beck. The motion passed on a roll call vote of five ayes and four <br />nays (Council Members Zakrzewski, Crone, Paszek and Voorde.) <br />Council Member Taylor made a motion to recess, seconded by Council Member Beck. The <br />motion carried on a roll call vote of five ayes and four nays (Council Members <br />Zakrzewski, Crone, Paszek and Voorde.) The meeting was recessed at 11:45 p.m. and <br />reconvened at 11:55 p.m. <br />BILL NO. 73 -85 <br />A BILL AMENDING ORDINANCE NO. 7357 -84 TO PROVIDE FOR SALARY <br />ADJUSTMENTS TO CERTAIN POSITIONS OF THE CITY OF SOUTH BEND FOR <br />THE CALENDAR YEAR 1986. <br />This being the time heretofore set for public hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. Michael Vance, Controller, <br />made the presentation for the bill. Council Member Puzzello made a motion to amend <br />this bill in Section I, by changing the salary of the Superintendent of Parks to <br />$35,500; Deputy Mayor $35,500 and Director of Code Enforcement to $35,500, seconded <br />by Council Member Taylor. The motion carried. He indicated this bill is submitted <br />as a result of recommendations by City Department Heads as to problems that exist in <br />their operations. Some of the changes are merely technical in nature and do not <br />involve salary increases, while others establish new positions which will not <br />increase budgets, but better provide services in those departments. George <br />Herendeen, attorney for the FOP, spoke against this bill. Joe Guentert, 3510 Corby <br />and Irene Mutzl, 320 Parkovash, spoke against this bill. Council Member Beck made a <br />motion to recommend this bill to the Council favorable, as amended, seconded by <br />Council Member Taylor. The motion carried on a roll call vote of five ayes and four <br />nays (Council Members Zakrzewski, Crone, Paszek and Voorde.) <br />There being no further business to come before the Committee of the Whole, Council <br />Member Beck made a motion to rise and report to the Council, seconded by Council <br />Member Taylor. The motion carried. <br />ORDINANCE NO. 7478 -85 <br />AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS <br />AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE <br />CITY OF SOUTH BEND, (CHAPTER 21, MUNICIPAL CODE) (1117 <br />AND 1121 E. CORBY). <br />This bill had second reading. Council Member Taylor made a motion to amend this <br />bill, as amended in the Committee of the Whole, seconded by Council Member <br />Puzzello. The motion carried. Council Member Taylor made a motion to pass the <br />bill, as amended, seconded by Council Member Braboy. The bill passed by a roll call <br />vote of nine ayes. <br />BILL NO. 48 -85 <br />A BILL AMENDING THE ZONING ORDINANCE FOR THE PROPERTY <br />LOCATED AT 3308 E. JEFFERSON BLVD., IN THE CITY OF <br />SOUTH BEND, INDIANA. <br />Council Member Taylor made a motion to amend this bill, as amended in the Committee <br />of the Whole, seconded by Council Member Crone. The motion carried. Council Member <br />Taylor made a motion to continue public hearing on this bill until July 22, seconded <br />by Council Member Crone. The motion carried. <br />ORDINANCE NO. 7479 -85 <br />AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY <br />LIMITS OF SOUTH BEND, INDIANA, CERTAIN LAND LOCATED IN <br />ST. JOSEPH COUNTY, INDIANA. <br />This bill had second reading. Council Member Taylor made a motion to amend this <br />bill, as amended in the Committee of the Whole, seconded by Council Member Crone. <br />The motion carried. Council Member Taylor made a motion to pass the bill, as <br />amended, seconded by Council Member Puzzello. The bill passed by a roll call vote <br />of nine ayes. <br />
