<br />REGULAR MEETING MAY 14, 2012 <br /> <br /> <br /> <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill as substituted. Councilmember Scott <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br /> <br /> <br />BILL NO. 15-12 PUBLIC HEARING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AMENDING CHAPTER 2, <br />ARTICLE 8, BY THE INCLUSION OF THE <br />SOUTH BEND MUNICIPAL CODE BY THE <br />INCLUSION OF NEW SECTION 2-123.2 <br />ADDRESSING REGULATIONS AND <br />REPORTING MECHANISMS ON CITY USAGE <br />OF ALTERNATIVE FUELS: COMPRESSED <br />NATURAL GAS (CNG) AND LIQUEFIED <br />NATURAL GAS (LNG) AND RELATED <br />ENERGY EFFICIENCIES <br /> <br /> <br />Councilmember Varner, Chairperson, Public Works and Property Vacation Committee, <br />reported that this committee held a Public Hearing on this bill this afternoon and sends it <br />to the full Council with a favorable recommendation. <br /> <br />Councilmember Henry Davis, Jr. 5117 Idlewood Dr. South Bend, Indiana, and <br />Councilmember Oliver J. Davis, 1801 Nash Street, South Bend, Indiana, made the <br />presentation for this bill. <br /> <br />Councilmember Henry Davis, Jr. advised that he along with Councilmember Oliver J. <br />Davis, are the co-sponsors of this bill. He stated that this bill would amend the City Code <br />by incorporating semi-annual reporting updates to the Council by those in the City <br />Administration charged with implementing energy efficiencies. In addition to updates on <br />ongoing programs in this area, such reports would provide regular and systematic updates <br />on the development of energy policies within the City. He stated that they acknowledge <br />that City of South Bend is involved in the development of a Strategic Energy Plan to <br />address the current and long-term energy need of the city. However, completing the <br />information loop on these endeavors, by regular updates and discussions may enhance <br />these programs by raising greater awareness. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />Sam Brown, 222 E. Navarre, South Bend, Indiana, advised that he has worked for <br />NIPSCO for 32 ½ years. He stated that he is in favor of using alternative fuels, however, <br />they are very dangerous and the City needs to provide training for the employees that will <br />be handling these alternative fuels. Mr. Brown stated that safety must be a priority. He <br />urged the Council to take this into consideration. <br /> <br />There being no one else present wishing to speak to the Council either in favor of or in <br />opposition to this bill.
