<br />REGULAR MEETING MAY 14, 2012 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />BILL NO. 16-12 PUBLIC HEARING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE <br />EXECUTION OF AN AMENDMENT TO THE <br />LEASE WITH THE CITY OF SOUTH BEND <br />BUILDING CORPORATION DATED AS OF <br />APRIL 1, 2003, AS AMENDED, PREVIOUSLY <br />ENTERED INTO FOR THE CONSTRUCTION <br />AND EQUIPPING OF A NEW CENTRAL FIRE <br />STATION AND RENOVATING AND <br />EXPANDING THE POLICE STATION AND <br />REGARDING CERTAIN RELATED MATTERS <br /> <br />Councilmember Dr. Fred Ferlic, Chairperson, Health & Public Safety Committee, <br />reported that this committee held a Public Hearing on this bill this afternoon and voted to <br />send it to the full Council with a favorable recommendation. <br /> <br />Councilmember Derek Dieter disclosed that he is a member of the South Bend Police <br />Department and has been since 1975. He stated that after discussion with Council <br />Attorney Kathleen Cekanski-Farrand it was determined that no conflict exits. <br /> <br />th <br />Mark Neal, City Controller, 12 Floor County-City Building, 227 W. Jefferson Blvd., <br />South Bend, Indiana, made the presentation for this bill. <br /> <br />Mr. Neal advised that the bill authorizes the Building Corporation to refund the 2003 <br />Bonds and approve the sale of Refunding Bonds in an amount not to exceed <br />$16,100,000.00 in order to reduce the lease rentals payable by the City under the terms of <br />its Lease with the Building Corporation. The result of this effort is to save the City at <br />least $450,000 over the remaining life of the Refunding Bonds. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Dieter made a motion for favorable <br />recommendation to full Council concerning this bill.
